About The Position

Under the supervision of the Director of Fleet Policy and Administration within the Office of Vehicle Management (OVM), the Fleet Benchmarking & Reporting Analyst will be responsible for leading data-driven efforts to enhance the efficiency, compliance, and sustainability of the Commonwealth’s fleet operations. This role focuses on benchmarking, reporting, continuous improvement initiatives, and agency engagement. The analyst will establish & track key performance indicators (KPIs), ensure adherence to fleet best practices and Commonwealth goals/objectives, and collaborate with agencies to improve fleet performance, cost-effectiveness, and sustainability.

Requirements

  • Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis, program administration, or program management or (B) any equivalent combination of the required experience and the substitutions below.
  • Substitutions: I. A Bachelor's degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience. II. A Graduate degree with a major in business administration, budget management, public administration, industrial engineering or industrial management may be substituted for a maximum of three years of the required experience. III. A Bachelor's degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.
  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
  • NOTE\: Educational substitutions will be permitted for a maximum of three years of the required experience.

Nice To Haves

  • Comprehensive knowledge of fleet management principles and practices.
  • Familiarity with fleet sustainability initiatives, including electric vehicle (EV) adoption.
  • Strong analytical skills with experience developing Fleet KPIs, Scorecards, and reports.
  • Experience supporting continuous improvement initiatives and ensuring compliance.
  • Demonstrated ability to analyze data, draw conclusions, and make recommendations.
  • Experience with business intelligence tools such as Qlik, Tableau, or Power BI.
  • Experience interpreting and synthesizing large datasets.
  • Exceptional customer service and relationship management skills.
  • Strong organizational skills and attention to detail.
  • Ability to communicate effectively across all verticals and agencies.
  • Experience working with Microsoft Office products.
  • Experience working with Fleet Information Management Systems.

Responsibilities

  • Develop and maintain a Fleet Scorecard using Qlik Business Intelligence tools to track agency performance against industry benchmarks.
  • Analyze fleet and Surplus data to identify trends, inefficiencies, opportunities for cost savings, and revenue generation.
  • Prepare and deliver reports, presentations, and data analyses to the Director of Fleet Policy and Administration.
  • Lead total cost of ownership (TCO) analysis, tracking, and reporting.
  • Support fleet electrification progress tracking and reporting.
  • Serve as the Agency Reporting Liaison, strengthening relationships between OVM and state agencies.
  • Prepare and distribute monthly reports to agency fleet managers, including KPIs on vehicle utilization, compliance, and electrification progress.
  • Organize and present at annual agency fleet reviews.
  • Organize, create, and distribute content for OVM’s quarterly outreach presentations and the Annual OVM Fleet Day.
  • Support ongoing continuous improvement initiatives to enhance fleet operations.
  • Ensure compliance with preventative maintenance requirements and support agencies in tracking adherence.
  • Research and implement industry best practices to align OVM policies with national fleet standards.
  • Manage vehicle recall program, and track completion to ensure safety issues are addressed.
  • Provide operational backup for the Vehicle Equipment Coordinator.
  • Other duties as assigned by the Director of Fleet Policy and Administration.
