About The Position

Responsible for conducting analytical research for development, maintenance, documentation, dissemination and training for Fiscal policies and procedures that are in compliance with Generally Accepted Accounting Principles (GAAP), the Commonwealth of Virginia Accounting Policies and Procedures (CAPP), state and federal regulations for the proper administration of fiscal accounting and reporting. How you will contribute: Communication, Collaboration, and Technical Writing: Facilitate consensus-building and collaborate with teams; work with Fiscal Compliance staff to enhance financial controls per ARMICS in processes. Responsible for documenting issues, utilizing analytical supporting data, providing concise recommendations; preparing detailed and organized reports and presentations. Draft procedural documents that meet agency standards utilizing advanced writing techniques for clarity and readability. Fiscal Process Research, Documentation, and Project Management: Responsible for assisting with research and developing/updating VDOT Fiscal procedures, guidance, forms, and training. Ensure timely development and review of Fiscal business process guidance and supporting materials. Review, research, and analyze existing and proposed Fiscal procedures to ensure compliance with Generally Accepted Accounting Principles (GAAP), as well as the Commonwealth of Virginia Accounting Policies and Procedures (CAPP). Review and Update Procedures, Policies, and Processes: Create, edit, manage updates for all Fiscal procedural documents and forms. Initiate and oversee change management activities related to updates. Evaluate options for policy and process changes and develop best practice solutions based on findings. Maintain organized files and archive project materials. Knowledge of project management principles. Knowledge of risk assessment and strategic planning. Skill in making presentations. Skill in the use of computers and software applications. Minimum Qualifications: Ability to communicate effectively orally and in writing with diverse audiences regarding accounting principles, concepts, and processes. Ability to interpret and formulate complex policies and procedures. Ability to lead in development of Fiscal business processes including Accounts Payable, Accounts Receivable, Project Accounting, General Accounting, Payroll, Inventory, Capital Assets, ARMICS. Ability to organize work and coordinate activities across a diverse group of people and special interests. Knowledge of Agency Risk Management and Internal Control Standards (ARMICS). Knowledge of accounting and financial functions including Generally Accepted Accounting Principles (GAAP), and the Commonwealth of Virginia Accounting Policies and Procedures (CAPP). Knowledge of technical writing and policy and procedure development principles and techniques Skill in the use of computers and software applications. Additional Considerations: A combination of training, experience or education in Policy Development, Accounting, Business Administration or related field desired. Experience communicating effectively orally and in writing, making effective presentations, and working effectively with all levels of agency personnel. Experience in business and project management. Experience in planning, developing, implementing and maintaining complex policy and procedural information to support business operations and programs. Experience in program evaluation, development and implementation. Experience leading the development of Fiscal business processes including Accounts Payable, Accounts Receivable, Project Accounting, General Accounting, Payroll, Inventory, Capital Assets, ARMICS. Experience managing multiple projects and priorities and meeting established deadlines. Proficient use of Microsoft Office products.
