About The Position

This is professional financial work conducting both technical and fiscal analyses to ensure the provision of accurate, timely budget development, budget monitoring and fiscal and resource analysis to all Florida Department of Veterans’ Affairs (FDVA) budget entities. The incumbent provides administrative direction and support services through the operation of a centralized accounting and budget office. This Office maintains detailed accounting records and budget documents for the Department. Serves as manager for projects, provides leadership and oversight for financial and budget management components and ensures compliance with state and federal laws governing the preparation of fiscal and budget reports. Responsible for major government financial activities including assessing, planning, analyzing, evaluating, and implementing complex budget, fiscal, accounting and asset resources analysis covering a broad range of business lines, activities, and processes in a highly automated financial accounting systems environment. Responsibilities include supervising and providing professional and technical assistance and support in a wide range of financial, administrative and analytical activities, including fiscal impacts, financial reporting, systems analysis, strategic planning, and resource and debt management. Supervision of fiscal duties include but at not limited to the timely and accurate completion of Accounting/Financial Fiscal Year End reporting as required by the Department of Financial Services and directing the day-to-day operations of the Revenue, Accounts Payable, Property and Financial Management units. Budget duties include but are not limited to monitoring Budget versus Actual reports, coordinating budget adjustments and supplements with various budget entities, coordinating department budget data and service program information for the development of the annual Operating and Capital Budget and the Executive Budget. Work is performed within established policies; however, assignments are performed with independence requiring the exercise of sound judgment and initiative.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Seven (7) years of professional experience in accounting and financial management.
  • Five (5) years of supervisory experience.
  • Strong accounting/finance background.
  • Experience in developing accounting and financial reports, annual budgets, and administration.
  • Experience in financial modeling, forecasting, and financial analysis.
  • Significant knowledge of federal, state, and county laws related to public sector budgeting and accounting.
  • Advanced skills in Microsoft Excel.
  • Proficiency in English language, verbal and written.
  • Proven track record as a communicator and advisor.
  • Availability to perform emergency duties before, during and/or beyond normal hours.

Nice To Haves

  • Managerial Fiscal/Budget experience with the State of Florida government or county/city.
  • Bachelor's degree in accounting.
