About The Position

The Fiscal Manager will oversee the financial operations of the Student Residential Life programs at the University of Hawai'i at Manoa. This role involves managing the fiscal office, ensuring compliance with university policies, and developing effective financial controls. The manager will also prepare financial statements, assist in budget preparation, and represent management during audits. This position is essential for maintaining the financial integrity of the department and supporting its operational goals.

Requirements

  • Possession of a baccalaureate degree in Accounting, Business Administration, Finance or related field.
  • 5 years of progressively responsible professional experience in accounting and/or finance.
  • Considerable working knowledge of accounting principles, practices, and techniques.
  • Understanding of applicable federal and state laws and regulations related to accounting and finance.
  • Ability to resolve complex problems using creative reasoning and logic.
  • Ability to interpret and present information clearly in writing and verbally.
  • Ability to establish and maintain effective working relationships with various stakeholders.
  • Ability to operate a personal computer and apply word processing software.
  • Demonstrated ability to lead subordinates and manage employee relations.
  • Working knowledge of computerized spreadsheet programs and financial management systems.
  • Experience supervising a fiscal or accounting office.

  • Demonstrated knowledge and/or experience of university structure, policies, procedures and administrative rules.
  • Fiscal experience with self-supporting and government funded programs at a higher education institution.

Responsibilities

  • Serves as the Fiscal Manager for Student Residential Life and its programs.
  • Manages the Fiscal Office and daily functional control over all administrative, fiscal, budgetary, procurement and property management for the Residential Life programs.
  • Plans, organizes, directs and supervises the work of other professional, technical and clerical staff.
  • Interprets state and university policies regarding procurement to ensure compliance and certify availability of funds.
  • Resolves complex procurement issues concerning pricing, vendor selections, and purchasing transactions.
  • Develops and implements effective internal controls of daily financial operations.
  • Reviews all personnel documents and transactions for fund availability and compliance with regulations.
  • Prepares monthly and yearly financial statements and supporting reports for management.
  • Assists in developing short-term and long-term financial planning and forecasting for residential facilities.
  • Plans, coordinates, reviews and advises management in budget preparation matters.
  • Develops budgetary instructions for all student housing programs and cost centers.
  • Interprets instructions and prepares reports and analysis from various stakeholders.
  • Determines fund investment amounts to maximize income by reviewing revenue and expenditure status.
  • Reviews capital improvement project plans and provides funding recommendations.
  • Represents management in financial audits and coordinates information gathering for audits.
  • Collects statistical data to analyze and develop administrative reports.
  • Directs the maintenance of inventory records and supervises equipment management.
  • Conducts training and informational sessions on fiscal procedures and policies.
  • Recommends changes in policies and procedures based on evaluations.
  • Performs other duties as assigned.
