The Fiscal Clerk II, under the supervision of the Controller, performs routine accounting activities such as data entry, maintenance of the general ledger, and preparation of various accounting statements and reports. This position reviews, codes, and verifies transactions and journal entries and completes moderately complex calculations using spreadsheets and other software tools. A key part of this role is reconciliation of accounts and bank statements and processing accounts payable and receivable transactions. This position requires the ability to work under moderate supervision and must possess strong knowledge of bookkeeping and/or accounting practices.

  • Set up, close, and reconcile accounts, ledgers, registers, and journals.
  • Reconcile and balance fund accounts.
  • Prepare closing entries for accounting transactions.
  • Perform audit testing in accordance with established guidelines.
  • Approve and post payments.
  • Authorize expenditures from assigned funds.
  • Conduct audits.
  • Research discrepancies.
  • Perform account analysis to ensure conformance with existing standards and procedures.
  • Research and prepare a variety of financial and statistical statements, reports, and logs.
  • Prepare internal cash flow statements, expenditures and reports, and projections.
  • Provide worksheets and statistical reports.
  • Create bank reconciliation and financial statements.
  • Interpret and apply established Fiscal policies and governmental guidelines and regulations.
  • Establish and maintain various records and complex record-keeping systems involving specialized technical computer applications.
  • Write documentation for reports as well as policies and procedures, including step-by-step instructions, how-to-guides and desk procedures.
  • Communicate and coordinate with the Fiscal team and other departments to support adherence to Fiscal procedures and compliance requirements.
  • Develop and maintain knowledge of generally accepted accounting practices, applicable tribal laws and procedures.
  • Develop and prepare budget projections and modifications; assist in monitoring and administering budgets.
  • Assist the Fiscal department with clerical support and Tribal Member requests.
  • Assist departments with purchasing, ensuring timely receipt of needed items and compliance with Tribal policies, grant requirements, budget restrictions, and procurement standards.
  • Accounts receivable: Prepare and distribute bills for utilities and services such as water, childcare and other services. Process payments, communicate with customers regarding outstanding balances. Resolve billing issues, discrepancies and overdue accounts.
  • Maintain an extensive file retention system.
  • Maintain fixed asset tracking. Logs acquisitions and disposal of assets as directed by the Controller.
  • Assist with providing documentation and information during Tribe's annual audit.
  • Demonstrate sensitivity to Tribal history, lifestyle, and culture.
  • Regular, reliable attendance during normal business hours.
  • In-person attendance and travel as requested.
  • Other duties as assigned.
  • Knowledge of and experience applying the principles of accounting/bookkeeping.
  • Excellent technology skills including Microsoft Office, Excel, Teams, and operation of office equipment such as printers and scanners.
  • Familiar with or able to learn accounting software such as MIP (an ERP program), Microix (Accounts Payable program) and QuickBooks.)
  • Excellent communication skills, both orally and in writing with professionalism, excellent grammar, respect, and courteousness. Possess a balance of assertiveness and diplomacy along with adaptability to communicate on all levels.
  • Strong customer service orientation, problem solving skills, and the desire to interact collaboratively with the Fiscal team and other departments to achieve mutual goals.
  • Ability to handle multiple projects/tasks and work independently.
  • Possess strong attention to detail and analysis. Ability to perform technical work with speed and accuracy.
  • Highly organized and the ability to help organize others.
  • Effective time management skills to complete tasks efficiently to accomplish goals/objectives.
  • Availability to occasionally work overtime for special projects as needed by the Department.
  • High School Diploma, G.E.D and two or more years of bookkeeping experience in support of a business or government entity OR in lieu of education, 4 years of bookkeeping or general accounting work experience.
  • Ability to successfully complete pre-employment Skill Assessment to evaluate the following areas:
  • Attention to detail.
  • Basic math.
  • Computer skills (Excel and MS Office)
  • Reading and comprehension skills.

  • Required to possess a valid driver’s license and maintain a driving record that is satisfactory to the Tribe’s insurance carrier.
  • Previous general business or government accounting/bookkeeping work experience
  • An Associate’s degree or higher in Accounting, Business Administration or related field.
