About The Position

The Office of the State Treasurer (OST) is the financial hub for Washington State government, serving as its bank and trusted fiscal steward. OST provides banking, investment, debt issuance, and accounting services to state agencies, while also partnering with local governments to deliver essential financial solutions. Our team of about 70 dedicated professionals works every day to strengthen public trust through responsible financial management, exceptional customer service, and a commitment to innovation and continuous improvement. The Office of the State Treasurer is seeking a detail-oriented Fiscal Analyst 3 to support our Treasury Accounting and Investment Accounting units. Initially, the role will focus 75% on Treasury Accounting and 25% on Investment Accounting. Duties will evolve over time as cross-training expands and organizational needs develop across Accounting Services. As a senior specialist you will support the Treasury Accounting Unit in fulfilling its mission by performing advanced accounting functions, including managing and overseeing OST fund transfers, reconciling Treasury funds across multiple financial systems, performing interest allocation, and ensuring compliance with all applicable state and federal accounting standards, statutes, and regulations. You will work closely with the Treasury Accounting Supervisor, IT staff, and agency personnel daily. This ongoing collaboration is essential to ensure that all financial activity is accurately recorded, maintained, and reported in accordance with accounting standards and statutory requirements. Additionally, the senior specialist in this role will work alongside a team of dedicated accountants specialized in investment accounting to serve state agencies and local governments by maintaining the official records of ownership and accounting for investment transactions. You will perform daily reviews and analysis of financial data and play a significant role in ensuring prudent management of public funds. Within OST, investment accounting is performed for the Local Government Investment Pool (LGIP), the state's core investment portfolio for the state bank accounts, and investment portfolios for the Separately Managed Accounts (SMAs) program. Our fiscal analysts work collaboratively and rotate tasks to provide opportunities for cross-training and peer-to-peer support. The ideal candidate will be detail oriented, with critical thinking and problem-solving skills and a background in accounting, auditing or finance. In addition, they will be coachable with the ability to learn complex concepts quickly, have effective written communication skills, excellent time management and organizational skills, and the aptitude to independently research and analyze fiscal data.

Requirements

  • Any combination of education and/or professional experience totaling at least four (4) years, including at least 18 quarter or 12 semester hours in formal accounting courses or training.
  • Demonstrated experience in analyzing, processing, reconciling and balancing transactions and accounting records
  • Intermediate proficiency utilizing Microsoft Outlook and Excel

Nice To Haves

  • An associate's degree or higher in a financial related field, certification as a Public Accountant, Internal Auditor, Governmental Financial Manager or Management Accountant can be substituted for professional experience.
  • Experience using V-Lookup and Pivot Tables
  • Experience interpreting fiscal documents for compliance with GAAP and GASB
  • Experience in resolving discrepancies and taking corrective action
  • Knowledge of Washington State and state agency accounting policies

Responsibilities

  • Maintain schedules, worksheets, and accounting documents designed to ensure accounting data is accurate, complete, and in compliance with the United States Generally Accepted Accounting Principles (GAAP) and the Washington State Administrative and Accounting Manual (SAAM)
  • Assist with audit reviews and preparation of monthly and annual reports
  • Assist with preparing for an accounting system conversion from AFRS to Workday
  • Conduct special projects, research, or other assigned duties and responsibilities, as needed, that directly support the OST's business functions
  • Analyze, reconcile, and monitor treasury funds across AFRS, TM$, and cash management; assist agencies in resolving unbalanced in-process report discrepancies; and process necessary TMS corrections and adjustments
  • Review and monitor the TMS reconciliation screen daily, investigate and communicate variances for correction, and verify accounting records for daily cash balances across all treasury accounts
  • Compile and prepare treasury accounting information for reports and publications; analyze accounting data to produce monthly and annual General Fund and Receipts and Disbursements reports; and provide management and agencies with fund statuses and related analyses on complex accounting issues
  • Coordinate, execute, and monitor fund transfers and accounts to ensure compliance with all accounting and statutory requirements
  • Manage the Seizure and Forfeiture process within the OST, overseeing cash transfer receipt, processing, and tracking in the Treasury Management System to ensure accurate accounting of all related transactions
  • Process manual transfer JVs and investment earnings allocations, provide required reports, data and allocation factors to relevant sections and agencies
  • Collaborate with IT staff to maintain and implement accounting management functions within TMS and regularly communicate with external agencies on treasury accounting activities
  • Execute other annual tasks to support Treasury Accounting Manager (Disclosures, Budget and Allotments)
  • Independently maintain and monitor investment accounting records in the agency's accounting system and the statewide accounting system (currently Agency Financial Reporting System, AFRS)
  • Review and verify daily investment activity against source documentation for investment purchases, sales and other transactions
  • Reconcile previous days' transactions between accounting systems and ensure compliance with rules and regulations
  • Determine the daily factor (earnings rate) that is used to apply the earnings to each participant's investment in the LGIP. This daily process involves complex calculations including daily net earnings, estimated expenses, actual expenses, and adjustments
  • Collaborate with the accounting team to prepare for and implement accounting changes as required by GASB
  • Communicate with OST's Investment Division, Cash Management Division, and contracted custodial banks to resolve issues and/or implement new processes
