The purpose of this position is to provide structural fire program management across the DOI zone 6, 7 and 8, legacy Intermountain Region. The primary responsibility of the position is assuring that all matters pertaining to structural fire and life safety procedures, processes, and equipment in every structure within the region is in compliance with National Fire Protection Association and building code requirements to ensure employee, visitor, and resource protection. The incumbent serves as the technical expert consultant for all fire and life safety code requirements, implementation, and oversight, and aids in education in this regard to NPS park units and regional Authority Having Jurisdiction (AHJ). Incumbent reviews construction plans, equipment, materials, and installation and provides comments to the AHJ. May assist in the development of regional programs and procedures to assure parks are code compliant and makes technically based recommendations to the AHJ when codes and standards conflict within the region. Provides technically accurate recommendations to park personnel regarding how to properly protect cultural and natural resources and ensures that the park units provide appropriate levels of employee, concessionaire, and public fire education. Provides assistants with the development, revisions and assists with the implementation of various structural fire management planning documents, as needed, to assure each unit within the region has a level of fire protection commensurate with the complexities of the park unit. to the most critical need by being able to identify the greatest threats to persons or property. 25% Drafts and ensures consistency and application of fire and life safety protection policies through mastery knowledge and enforcement of Departmental Manuals, Director's Order 58, National Fire Protection Association (NFPA) codes and standards, and model building codes. These codes and standards outline the minimum standards for regional structural fire protection projects, plans, and operations. 25% Works and coordinates closely with the wildland fire management program concerning wildland fire plans and policies through knowledge, experience, and understanding of Director's Order 18, as it applies to hazardous fuels management and wildland fire suppression in wildland-urban interface areas. 25% Coordinates between subject matter specialists (museum curators, historic building preservationists, architects, fire protection engineers, paid and volunteer fire departments, local government officials, and park managers in identifying structural fire problems, alternatives, and cost-effective solutions to fire and life safety matters. Assists park units in preparing their Structural Fire Management Plan by conducting site visits and making recommendations to park superintendent. Incumbent may serve as a structural fire technical expert about areas such as fire inspections, engine/equipment operations and use, fire ground tactics/procedures, structure inventory and fire risk assessment methodology, fire investigation, historic fabric preservation, and museum collections. May serve as an instructor for structural fire classes with regard to fire prevention, protection, investigation, and risk assessment methodology, and conducts annual structural fire training needs assessments within the NPS. 20% Keeps current with developments in fire technology, assesses applicability, and disseminates technical information to individual parks. 5%
