About the position

The Fire Marshal/Fire Division Chief at Heartland Fire & Rescue plays a crucial role in fire prevention and safety for the communities of El Cajon, La Mesa, and Lemon Grove. This position involves overseeing the Fire Prevention Division, conducting inspections, reviewing building plans, and educating the public on fire safety. The ideal candidate will lead a team dedicated to ensuring compliance with fire codes and regulations, while also managing complex fire safety issues across multiple jurisdictions.

Responsibilities

  • Plans, organizes, directs and supervises the Fire Prevention Division.
  • Schedules, trains, evaluates and supervises assigned staff to meet customer service objectives.
  • Formulates and enforces Fire Prevention policies and standard operating procedures.
  • Represents the Department on matters relating to the development and enforcement of related codes and ordinances.
  • Ensures compliance of approved plans and national standards for fire protection systems.
  • Coordinates fire prevention inspection, plan check and educational activities within the department and with other agencies.
  • Verifies plan reviews for complex fire protection systems and nonstructural building projects.
  • Makes presentations to City Council and represents the Department at meetings.
  • Ensures enforcement of fire prevention laws and codes to protect life and property.
  • Establishes and reviews policies and procedures in response to changes in fire prevention technology.
  • Prepares detailed reports and presentations regarding fire safety issues and statistics.
  • Provides recommendations to the Fire Chief regarding the City's Loss Management Program.
  • Instructs and assists in the enforcement of ordinances related to hazardous materials.
  • Develops and manages a comprehensive fire and life safety program.
  • Reviews and approves plans for large public events to ensure compliance with fire safety codes.

Requirements

  • Five years of fire protection or prevention experience, or related work requiring the application of fire codes.
  • Three years of progressively responsible experience in fire and life safety supervision and management.
  • AA/AS degree in fire science or related field, including coursework in supervision and management.
  • Certification of Fire Prevention 1A, 1B & 1C, and Fire Investigation 1A & 1B under California State Fire Marshal certificates.
  • Possession of Fire Investigator I certificate issued by the California State Fire Marshal.
  • Possession of Fire Prevention Officer or Fire Inspector II certificate issued by the California State Fire Marshal.
  • Possession of a valid California driver's license.

Nice-to-haves

  • Bachelor's degree in fire science, fire administration, or related field.
  • Possession of ICS 300 and 400 certificates.
  • Possession of Fire Marshal certificate issued by the California State Fire Marshal within 2 years of appointment.
  • Possession of Fire Investigator II certificate issued by the California State Fire Marshal.
