About The Position

The Fire and Rescue Division Chief performs complex protective service work overseeing the County's Fire and Rescue Division. This division includes supervising the Fire Marshal's office, Firefighter Program, County owned Fire/Rescue Stations, and related work as apparent or assigned. Work is performed under the general direction of the Director of Emergency Services. Divisional supervision is exercised over all personnel within the division. Onslow Couty Fire and Rescue serves 15 stations throughout Onslow County which include both County managed and volunteer stations. This division is comprised of 75 full time and part time employees. Requirements

  • Position requires considerable knowledge of and skills in fire-rescue methods and techniques.
  • Ability to plan, assign and coordinate activities performed in varied emergency response work; ability to plan effective in service training and staff development programs; ability to perform duties in accordance with established fire command and techniques, and standing orders; work with a diverse socio-economic population, based on the unique situations encountered; respond quickly and calmly in emergencies and stressful situations; communicate effectively in a tactful and firm manner with the public; ability to express ideas effectively, orally and in writing; ability to establish and maintain effective working relationships with co-workers, officials, medical agencies, volunteers and the general public.
  • Bachelor's degree with coursework in fire science, or related field and extensive experience of a wide and progressively responsible nature in the emergency management and fire and rescue field, or equivalent combination of education and experience.
  • Must possess or maintain North Carolina Firefighter Level II, Rescue Technician Certification, Hazardous Materials Operations Level, Fire Investigation Technician (FIT), and ICS 400 certifications.
  • Emergency Medical Technician- Basic or the ability to obtain within 6 months of hire.
  • Class B Driver's license that is valid in the State of North Carolina.

Responsibilities

  • Facilitates a safe work environment where employees are treated with respect, dignity, and compassion.
  • Assists in the planning and oversight of daily operations of Community Paramedic Program/emergency medical services in accordance with Federal, state, and local requirements.
  • Ensures all activities of the Fire and Rescue Division are in accordance with Federal, state, and local requirements.
  • Oversees the County-operated combination paid/volunteer fire departments (Bear Creek and Freedom Way Stations).
  • Acts as chief for County-operated fire stations.
  • Coordinates the Emergency Responder Program.
  • Responds to incidents to help coordinate resources under the preview of the Incident Commander and act as a direct liaison for the Emergency Services Department.
  • Supports staff development and evaluates performance to ensure alignment with organizational standards. Addresses personnel issues including providing coaching and implementing corrective actions in accordance with policy for staff of county operated stations as well as firefighters operating in the Emergency Responder Division.
  • Provides support to the Fire/Rescue Commission.
  • Assists in coordinating information and services between county fire and rescue agencies and other state, federal, and local response agencies.
  • Coordinates and assists with fire investigations.
  • Compiles data, prepares reports, and maintains files.
  • Develops the divisional budget and monitors expenditures.
  • Performs assigned functions as a Disaster Ready Team (DRT) member.
  • Performs related tasks as required.
