The Financial Systems Manager leads the integration of cost allocation and APD financial management functions across DPHHS. This position is responsible for overseeing the Department's cost allocation methodologies, federal compliance for IT systems funding, and financial planning for large-scale IT procurements. The role ensures strategic alignment of financial systems with federal and state regulations, supervises a team of accountants and analysts, and serves as a key liaison with federal agencies.

  • Lead the integration of cost allocation and APD financial management functions.
  • Oversee the Department's cost allocation methodologies.
  • Ensure federal compliance for IT systems funding.
  • Manage financial planning for large-scale IT procurements.
  • Supervise a team of accountants and analysts.
  • Serve as a key liaison with federal agencies.
  • Bachelor's degree in accounting, finance, business administration, or a related field.
  • Five years or more of progressively responsible experience in financial systems or cost allocation.
  • Two years or more of supervisory or management experience.
  • Knowledge of governmental accounting, budgeting and financial reporting.
  • Ability to build complex financial models, databases and excel templates.
  • Advanced skill in Excel with a strong fluency in formulas and functions (e.g. Pivot Tables, Vlookup, charts, tables, and/or other related software packages).
  • CPA preferred but not required.
