The Financial Systems Analyst – Payroll is responsible for the operation, maintenance, testing, and implementation of the County wide payroll application in the Accounting system, electronic time and attendance system, making day to day decisions relative to the accounting treatment of transactions, recommending/implementing solutions to problems, and proposing changes in the system to improve operations. The position will apply established accounting principles, theories, concepts, and practices to a wide variety of difficult and complex accounting problems. Employee provides technical and specialized assistance to County departments regarding financial, payroll and fiscal activities, policies, and procedures. Employee develops and maintains proper internal controls and accounting procedures in several financial areas. Examples of Work Performed: The following duties are typical of this position. Oversees and manages the County wide accounting function, specifically the payroll and related human resource areas of the county’s accounting system, electronic time keeping system, financial and fiscal activities and policies and procedures; coordinates, administers, updates, and evaluates processes, procedures, systems, and standards; ensures compliance with federal, state, and local laws, regulations, codes, and standards. Participates in professional financial and accounting activities, which may include: reviewing, researching, and analyzing financial data and transactions, reconciling accounts; reviewing and approving financial invoices and contracts; monitoring employee authorities and system security; providing technical support and training regarding financial systems; and maintaining proper internal controls and accounting procedures. Prepares payroll budgets for assigned departments; reviews and modifies budgets as necessary; tracks positions and pay rates; prepares and provides financial information as requested. Prepares a variety of detailed analytical and statistical financial statements and reports, which may include: analyzing accounts for accuracy and discrepancies; gathering, organizing, and analyzing data and information; submitting reports to appropriate internal departments or external agencies. Supervises, coordinates, and oversees payroll audit activities, which may include: preparing work papers and forms for auditors, developing and implementing the adjustment process, and performing related duties. Advises department managers regarding accounting functions, financial reporting, collections, payments, agency contracts and agreements. Develops, and assists in developing and installing new accounting systems and modifications to existing systems; identifies requirements and determines that professional accounting standards are adhered to. Studies and standardizes procedures to improve efficiency. Work with Employee Resources department to implement payroll policies and procedures Examines journal vouchers and spot checks other data entered into the accounting system for adherence to policies and procedures including union contracts and pay for performance systems. Adjusts errors and addresses concerns relating to accounting system. Conducts, participates, and coordinates general and special studies; investigates problems and recommends solutions. Develops solutions to work issues that add value for our customers. Participates in establishing professional development goals that are supportive of broader County goals. Performs related work as required.
