The Financial Reporting Accountant II reports to the Financial Reporting Manager and performs professional-level accounting work. Major job duties of this role include the preparation of annual financial reports and the reconciliation of accounts to ensure the accuracy and reliability of the Department’s accounting data. This position requires interaction with auditors, governmental agencies and private entities. Employees at this level establish their own work plans and priorities to meet objectives. Issues are typically resolved independently and are rarely referred to a supervisor.

  • Prepares the Department’s Annual Comprehensive Financial Report in collaboration with the accounting team.
  • Assists in preparing three additional stand-alone audited reports for the Texas Mobility Fund, Grand Parkway Transportation Corporation, and Central Texas Turnpike System.
  • Prepares journal entries and vouchers for posting to the PeopleSoft Accounting System and the Uniform Statewide Accounting System (USAS).
  • Ensures compliance with Generally Accepted Accounting Principles (GAAP) and applicable federal and state laws and regulations.
  • Coordinates data collection for the annual financial audit.
  • Represents the Department in meetings with auditors and other governmental officials and participates in financial system development and testing activities.
  • Develops and produces complex reports for monitoring and reporting agency financial information.
  • Provides accounting-related information to TxDOT districts, divisions, other state agencies, internal and external auditors, the Legislature, and the Governor.
  • Researches accounting discrepancies and reconciles accounts.
  • Performs other job responsibilities as assigned.
  • Bachelor's Degree in accounting, finance, or finance-related discipline. Relevant work experience may be substituted for degree on a year per year basis.
  • 2 years accounting related work. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Valid driver’s license.
  • This position requires driving a state vehicle.
  • Bachelor's Degree in Accounting, Finance, or Finance-related is highly preferred
  • General understanding of generally accepted accounting principles (GAAP), procedures, and terminology
  • Knowledge of fund accounting principles and procedures
  • Ability to communicate effectively
  • Proficiency in basic mathematical concepts
  • Skill in researching, analyzing, and interpreting policies, as well as state and federal laws and regulations
  • Ability to maintain effective working relationships with individuals and teams
  • Intermediate proficiency in Microsoft Excel and other Microsoft Office applications (Word, Outlook, PowerPoint)
  • Experience using SharePoint, Tableau, or similar data analytics platforms
