The Financial Planning Analyst (FPA) provides budget and financial support during biennial budget, capital budget and legislative session including budgets, change items, federal funds summary, grants funding detail, departmental earnings, and fiscal notes development. The position develops and maintains DEED accounting structure and works with program areas to develop and enter budget information into the Statewide Integrated Financial Tool (SWIFT) throughout the fiscal year. The FPA assists with the development of annual operational budgets for assigned program areas and in the generation of financial budget to actual variance reporting and other federal reporting. The FPA provides high-level technical expertise and oversight to the program areas for credible and consistent financial management for DEED. This expertise includes cost allocations, knowledge of state and federal financial requirements affecting the program areas, and as a resource for uniform guidance on administrative requirements, cost principles, and audit requirements as it relates to DEED. This position also provides financial oversight and information/outcomes about grants/programs, and qualitative/quantitative performance indicators/outcomes. This position is telework eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state.
