About The Position

The Financial Manager III position at the City of Austin is responsible for overseeing financial operations within the Transportation and Public Works Department. This role involves financial forecasting, budget preparation, and reporting, as well as providing financial leadership and technical guidance for purchasing and contracts. The Financial Manager III will interact with various stakeholders, including department executives and city council, to present complex financial information and ensure compliance with financial policies and regulations.

Requirements

  • Bachelor's degree in Finance, Accounting, or Economics.
  • Six years of experience in a finance-related field, including two years of management experience.
  • One year of accounting experience (substitutable with accounting coursework).
  • Master's degree in Finance, Accounting, or Business or CPA certification may substitute for two years of experience.

Nice To Haves

  • Experience with City of Austin or other government entities' budget processes.
  • Experience overseeing financial services including budget preparation and contract administration.
  • Experience presenting financial information to executives and stakeholders.
  • Familiarity with City of Austin financial systems such as Advantage Financial and eCAPRIS.

Responsibilities

  • Develop and present financial forecasts and budget documents.
  • Prepare quarterly budget to actual reports and Requests for Council Action (RCA's).
  • Oversee periodic analysis of financial data and develop reports for senior management.
  • Provide financial and technical leadership for purchasing, contracts, and financial management.
  • Review financial impacts of state regulatory changes on municipal transportation legislation.
  • Guide financial decisions by preparing relevant financial information for management consideration.
  • Direct the development of the budget and business plan for the organization.
  • Monitor the budget by reviewing estimates and variance reports.
  • Compile financial, business, and operational information to evaluate trends and recommend corrective actions.
  • Oversee the development of service rates and cost of service studies.
