Serves as the Budget Analyst responsible for financial management and analysis for contracts and other TDY requests for Mission Iraq – overseas and domestic which entails a variety of budgetary and analytical duties to include possible discussions with the Bureau of Global Acquisitions (GA) and various vendors for the Department supporting Mission Iraq. Develops projections and budgetary analysis for financial management needed by the Senior Financial Management Advisor for Iraq and other Senior Budget Officials in the Bureau and Department. Using GFMS, IBIS, GBI, and other Department financial tools and systems, design, prepare, and analyze complex financial data for financial analysis, invoices, and various financial documents for presentations and justifications for Mission Iraq operations. Assists in providing budget oversight, control, and execution for the assigned budget area, with focus for Mission Iraq, particularly status of funds and management, as appropriate. Incumbent also assists in preparing instructions and guidelines for the Bureau officials to use in financial control and other financial assets. Represents the Senior Financial Management Advisor in various financial management meetings, as necessary. Provides funding and other financial instruments to various parties, such as the Department of Defense as instructed/ needed. Assists in the development and preparation of documentation and justification for assigned budget issues, presentations and submissions to the Office of Management and Budget (OMB), Congressional Committees and staff, and other relevant officers, bureaus and offices inside and outside of the Department. Ensure that effective flow of documents on financial management/fiscal data, maintain and controlled within the Bureau and the Department for efficient management of payment of invoices, and providing fiscal data for Posts as necessary. Prepares memorandum and other communications relevant to any financial management issues for the Bureau, particularly for Mission Iraq and other activities as assigned by the Senior Management. Receives, schedules, and makes proper disposition of funds coming and going into the office. Makes available for all calls from the vendor, Contracting Officer’s Representatives (COR), Contracting Officers, Contract Specialists and all program managers of NEA Bureau, as necessary. Maintains the tight tracking of all invoices and modifications for all Iraq financial transactions, contracts and payments; the incumbent handles all requests for meetings and appointments, decides the distribution materials of related activities for the Senior Financial Management Advisor for Iraq. Arranges for briefings by appropriate officers; and discusses with officials invited to meetings scheduled by the Executive Director the subject of the meetings in order that they will be properly informed and provided with necessary information. Serves in a liaison capacity between the Senior Financial Management Advisor for Iraq and other Iraq staff within NEA Bureau. Assures that all staff is currently informed on the status of matters under discussion or consideration. As requested, or on his/her own initiative, makes careful and exhaustive searches for all financial information difficult to obtain, compiles data and makes preliminary analyses. Responsible for carrying out special assignments for the Senior Financial Management Advisor for Iraq which require a high degree of follow up and tracking and analysis. Reviews all incoming reimbursements, invoices and payment requests and forwards it with necessary information and back up documents or instructions to the appropriate offices for action and clearance by the Senior Financial Management Advisor for Iraq. Processes/reviews all incoming and outgoing financial requests, memos and related correspondence relevant to financial managements for Iraq. Prepares reports, memoranda and other forms of written communication, as necessary.
