About The Position

Heartland's Joint Venture is seeking an experienced Financial Management Analyst - Technical Writer to support the Pentagon Force Protection Agency (PFPA) Financial Management Directorate (FMO). This senior-level role focuses on producing, updating, and maintaining PFPA's financial management regulations, Standard Operating Procedures (SOPs), business rules, and executive correspondence in direct support of the Defense Agencies Initiative (DAI) and broader financial management mission areas (budgeting, accounting, funds control, civilian pay, and time & attendance).

Requirements

  • Expert proficiency in Microsoft Word and PowerPoint (advanced formatting, styles, and version control).
  • Superior written and oral communication skills; ability to present complex or sensitive material clearly to senior DoD audiences.
  • Strict adherence to DoD/Department of the Army writing style (DoDM 5110.04 or equivalent).
  • Rapid comprehension of complex financial topics and ability to distill them into concise, decision-ready products.
  • Working knowledge of law enforcement-related policy issues affecting PFPA financial management.
  • Bachelor's degree from an accredited institution (preferably in English, Communications, Finance, or related field) plus additional specialized education/experience in DoD financial management technical writing.
  • Active Secret security clearance (required).
  • ≥10 years researching, writing, editing, and publishing DoD financial management regulations, policies, SOPs, and technical guidance, and executive correspondence at the Headquarters/MAJCOM or Defense Agency level.
  • Deep expertise in: Budget formulation, execution, and appropriation law Federal/DoD accounting (AP, reconciliations, cost transfers, civilian pay & timekeeping interfaces) DoD financial systems (e.g., DAI, G-Invoicing, etc.)
  • ≥10 years drafting and staffing Pentagon/OSD-level policy and correspondence (OSW, SES, and General/Flag Officer signature packages).
  • Thorough familiarity with DoD 7000.14-R (DoD FMR), NARA records management, and executive document lifecycle practices.

Responsibilities

  • Draft and revise the PFPA Financial Management Regulation (FMR), FM SOPs (Budget Formulation & Execution, Accounting, Vendor/Civilian Pay, Funds Control, System Access), and Business Rules.
  • Produce ~220 financial management documents annually.
  • Gather and synthesize fiscal artifacts from meetings and source materials to create new or updated SOPs, Business Rules, and FMR sections (typically weekly).
  • Ensure all documents are properly named, coded, and archived in designated repositories in accordance with DoD FMR and NARA records-management standards (daily requirement).
  • Maintain initiative-tracking spreadsheets (updated weekly or as new tasks arise).
  • Develop executive-level PowerPoint briefings from tracking data (~14 briefings per year).
  • Capture meeting minutes as executive summaries and produce weekly status/deliverable reports.
  • Draft, edit, proofread, and publish policy and correspondence for PFPA and Office of the Secretary of Defense-level stakeholders.
  • Coordinate, track, and manage executive correspondence and inquiry responses across organizations.
