About The Position

The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses. This position is with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities. This position is represented by the Service Employees International Union (SEIU). This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.

Requirements

  • Three years of experience in an area related to the examination of financial institutions OR A bachelor's degree in Accounting, Auditing, Business Administration, Banking, pre-Law or a closely- related field

Nice To Haves

  • Experience with working in a phone queue and answering questions of licensees
  • Ability to learn to navigate multiple licensing systems, including NMLS (National Multistate Licensing System)
  • Ability to read and understand business financial statements
  • Ability to write in a professional and concise manner to communicate with licensees by email and complete report of examinations
  • Must be a self-starter and have the ability to organize multiple priorities

Responsibilities

  • Providing functional direction and overall monitoring and administration of the licensing for the programs
  • Interpreting provisions of program requirements and applicable laws to ensure compliance with licensing requirements
  • Conducting complex, detailed and risk-based examinations of non-depository program licensees to ensure safety, soundness and compliance in overall performance in record keeping, use of and procedures for handling client funds, and client disclosure requirements of the law
  • Assisting the Enforcement Unit in the development and preparation of cases for administrative or civil actions by obtaining information, conducting fact-finding, examining records, interviewing witnesses, making on-site observations and collecting evidence
