About The Position

The Financial Data Analyst supports the financial, operational, and strategic needs of the department. This position leads financial data management efforts, oversees medical billing and claims workflows, and monitors the transfer of data between systems. The analyst conducts a wide range of financial and operational analyses-including ROI assessments-to inform decision-making and ensure data accuracy across Medicaid and grant-funded programs. The role also maintains oversight of reporting requirements and funding match obligations while working closely with program, fiscal, and IT teams to strengthen processes and improve financial performance. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES | To be effective, an individual must be able to perform each job duty successfully Financial Data Management & Analysis Collect, organize, and analyze financial and operational data for public human services programs. Conduct ROI, cost-benefit, and trend analyses to support strategic and operational decisions. Prepare financial implication analyses for program changes, funding shifts, and policy decisions. Monitor and report on key financial performance indicators. Medical Billing, Claims, and Coding Oversight Oversee medical billing and claims workflows for Medicaid and non-Medicaid programs. Support and guide the development of the medical billing platform, including requirements gathering, testing, and workflow design. Ensure completeness, accuracy, and compliance of claims and related billing data. Provide support for medical coding practices to maximize accuracy and reimbursement. Regulatory, State, and Federal Reporting Prepare and submit routine and ad hoc state and federal financial reports. Validate accuracy of PRISM (state Medicaid) data submissions and reconcile discrepancies. Maintain thorough documentation to support audits, compliance reviews, and year-end financial reporting. General Fiscal Operations & Compliance Perform general financial tasks including accounts receivable (A/R) and accounts payable (A/P). Track, monitor, and reconcile required funding match obligations across multiple programs. Support year-end financial processes, closeout activities, and audit preparation. Ensure adherence to internal controls, fiscal policies, and regulatory requirements. Strategic Planning & Cross-Department Collaboration Provide financial modeling and forecasting to support strategic planning efforts. Collaborate with program managers, fiscal staff, and IT teams to improve data integrity and financial processes. Translate financial findings into clear, actionable recommendations for leadership.

Requirements

  • Proficiency in Excel (advanced functions, pivot tables, data modeling).
  • Understanding of GAAP principles, general accounting processes (A/R, A/P), and financial reporting.
  • Strong analytical and problem-solving abilities, including the ability to interpret complex data.
  • Ability to conduct ROI analyses, forecasting, and cost modeling.
  • Excellent written and verbal communication skills, with the ability to translate technical information into clear recommendations.
  • Strong organizational skills, including the ability to manage multiple reporting deadlines.
  • Ability to work collaboratively with fiscal, program, IT, and external stakeholders.
  • Bachelor's degree with an emphasis finance, data analytics, accounting, health administration, or related field.
  • Four to six (4-6) years of experience related to the above duties; general office practices; and progressive office management and administrative duties including bookkeeping, budgeting, technical writing, and strategic planning.
  • Must possess a valid Utah driver's license with no DUI's/ARR's in the past five (5) years and no more than two (2) moving violations within the past 24 months.

Nice To Haves

  • Experience with data analytics tools (Power BI, Tableau, or similar) preferred.
  • Familiarity with medical coding, billing systems, or EHR/EHR-integrated billing platforms.
  • Ability to work with large datasets and ensure data accuracy and integrity.
  • Experience participating in or supporting software development, system customization, or workflow design projects.
  • Knowledge of state and federal reporting requirements for healthcare or behavioral health programs.
  • Experience with grant, contract, or match-funding compliance a plus.
  • Master's degree in a related field preferred.
  • Certified Billing and Coding Specialist (CBCS) , or related certifications preferred.
