About The Position

The Department of General Services (DGS) Office of Fiscal Services is hiring for a Financial Compliance Specialist to coordinate the process for assessing and analyzing controls and risks related to financial operations. DGS is a statewide service agency that supports the mission of state and local governments by delivering quality, cost-effective, timely, safe and secure services for other state agencies, local governments, and citizens. DGS serves as the infrastructure for state government by providing laboratory testing, engineering and architecture services, real estate management, centralized procurement services, vehicle management, and more. As part of the GL & Financial Reporting unit, the Financial Compliance Specialist will provide senior management with an evaluation of whether processes are sufficient to ensure proper accounting for and safeguarding of assets, efficient management of resources, and effective accomplishment of program goals and objectives. This position is also responsible for administration of the small purchase and travel card programs for the agency. This position will be located in Richmond, Virginia and is eligible for a hybrid telework schedule (telework up to 2 days/week) after 6 months of satisfactory performance and completion of an approved telework agreement. Requirements

  • Experience with general accounting and reporting.
  • Considerable knowledge and experience applying the principles of Generally Accepted Accounting Principles and ARMICS (or a similar framework).
  • Considerable knowledge of governmental purchase and travel card programs.
  • Experience developing and implementing fiscal procedures and policies.
  • Experience analyzing and interpreting financial and non-financial data.
  • Ability to research, plan, schedule, and conduct testing of internal controls.
  • Excellent verbal and written communication skills, including the ability to write reports that clearly define technical and factual conclusions and submit these within a prescribed timeframe.
  • Ability to manage multiple projects and tasks concurrently and successfully complete large complex projects by required deadlines.
  • Strong interpersonal skills to work effectively with diverse agency management, employees, state agencies, auditors, and other individuals.
  • Strong skills in the use of financial software systems and office automation software (including word processors and spreadsheets) to accomplish work and develop/improve processes.

Nice To Haves

  • Experience researching, designing, developing, and implementing a program of internal controls.
  • Experience developing and using a system for analyzing and testing internal controls in a government setting.
  • Experience formulating and implementing policies and procedures for accounting, reporting, and budgeting for the Commonwealth of Virginia.
  • Experience leading project teams.
  • Experience with Microsoft Office suite, including Word and Excel.

Responsibilities

  • Interact with various levels of management and staff to develop processes, procedures, and project work plans and to coordinate the update of risk assessments, annual plans, and internal control documentation necessary to ensure compliance with the State Comptroller's ARMICS requirements.
  • Test control over processes with significant fiscal impact or reviews, analyze the results, and prepare a report of findings.
  • Coordinate and track the implementation of corrective actions to address internal control deficiencies and provide monthly status reports to management.
  • Review new requests for agency SPCC and Travel Card program participation, route for appropriate approvals, and issue new cards.
  • Conduct random audits of SPCC transactions, ensure the monthly online reconciliation process and monthly program certification are completed, and coordinate yearly certification and program audits
  • Actively participate in special assignments involving development or implementation of new or changed financial management practices within DGS.
  • Assist with financial services and completion of annual reporting as needed.
