About The Position

The University of Maryland, Baltimore School of Medicine will be hiring a Financial and Budget Analysis Manager, to work within the Department of Neurology. The Department of Neurology provides evaluation, treatment, and care for patients suffering from a wide range of neurological disorders including stroke, epilepsy, multiple sclerosis, Parkinson’s disease, amyotrophic lateral sclerosis (ALS), and migraine. We provide care through our inpatient and consultative services, our designated Comprehensive Stroke Center, our Level 4 Epilepsy Center, our 22-bed Neuro-Critical Care Unit, and our busy outpatient practice. The Department also provides state-of-the-art rehabilitation services. A number of departmental faculty received grant funding from the National Institutes of Health and the Veteran’s Administration to study the role of genetics in stroke, epilepsy, and Parkinson’s disease, new brain imaging modalities in multiple sclerosis, biomarkers in multiple sclerosis, and neurodevelopmental disorders such as autism and intellectual disability. Many faculty are lead investigators in clinical trials to identify new therapeutic approaches for a broad range of neurological disorders. Requirements

  • Education: Bachelor's degree in Finance, Accounting, Economics, Business Administration, or business-related field. Master's degree preferred.
  • Experience: Six (6) years of experience in financial analysis, management accounting, budgeting, auditing, data management, or data analysis with three (3) years of experience in financial analysis, management accounting, budgeting, auditing or assessment of internal controls required.
  • Supervisory Experience: Two (2) years of of direct supervision or responsibility for training, work coordination, and monitoring the work of others.

Nice To Haves

  • Prior experience with research and/or sponsored programs in an educational environment is preferred.
  • Certification/Licensure: Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Financial Manager (CFM), or Certified Internal Auditor (CIA) preferred.

Responsibilities

  • Manage all activities related to a major functional area. Establish, implement and maintain a system of financial and operational controls and procedures to effectively support the objectives of the functional area including internal audit activities.
  • Manage the preparation, accuracy, relevance and timely distribution of financial reports, presentations and financial information to both internal and external stakeholders. Make recommendations to continually improve reporting processes.
  • Responsible for developing processes and metrics to analyze the results of periodic University wide forecasting exercises. Including reviewing the on-going fiscal health and profitability schools and units. Financial results are to be compared to planned or forecasted results with variances explained and recommendations for future actions.
  • Report on all University's assigned financial accounts and expenditures to identify patterns, trends, and abnormalities to make year-end and future revenues, expense and surplus/deficit projections.
  • Direct the preparation of all accounting procedures and financial reports relating to the development of the University Budget Cycle.
  • Manage the quality and timeliness of responses for various internal and external agencies.
  • Manage the process of continual improvements to budget/forecasting preparation, training, and implementation of technology.
  • Responsible for all communications and collaborations with schools and administrative units to build a partnership of mutual understanding of financial activities and university reporting requirements.
  • Develop, implement and maintain an effective and efficient system of internal audit to ensure adherence to university policy and procedures.
  • Manage the development and implementation of targeted training programs to ensure staff are fully resourced to fulfill their roles in an effective and efficient manner.
  • Manage the selection and development of staff. Interview, hire, train, counsel, advise and evaluate the performance of, and when necessary, discipline and/or discharge department personnel, subject to management approval. Maintain and promote positive employee relations in the work environment. Counsel employees and resolve problems, consult with superior on complex or sensitive issues.
  • Performs other duties as assigned.
