About The Position

We are seeking mission-driven professionals to join Team Red Pulley in supporting Commander, Naval Surface Forces Pacific (CNSP). Are you an experienced Navy financial professional with strong audit readiness, internal controls, and Navy ERP expertise? We’re seeking Financial Analyst III professionals to support Comptroller leadership in financial analysis, audit response coordination, internal control testing, and business process improvement initiatives that directly support Fleet readiness. This role plays a critical part in ensuring financial transparency, regulatory compliance, and sustained audit success across the Pacific Surface Force. Location: Commander Naval Surface Forces, U.S. Pacific Fleet (COMNAVSURFPAC), Naval Base Coronado, San Diego, CA Work Environment: Onsite (8:00 a.m. to 4:00 p.m., Monday-Friday) Employment Type: Full-time Employment Model: W2 Positions: 2 Status: Actively Interviewing Position Contingency: This position is contingent upon contract award.

Requirements

  • Minimum five (5) years of recent experience (within the last two (2) years) supporting Navy or DoD financial management, audit readiness, or Financial Improvement and Audit Readiness (FIAR) initiatives.
  • Experience actively participating in Business Process Improvement (BPI) efforts to standardize and enhance financial management processes in preparation for independent audits.
  • Demonstrated experience supporting Internal Review Manual (IRM) and FIAR objectives.
  • Experience managing audit response activities for Navy or DoD organizations, including:
  • Coordinating audit Samples
  • Responding to Findings Questions (FQs)
  • Compiling Provided By Client (PBC) documentation
  • Developing and managing Key Supporting Documents (KSDs)
  • Experience overseeing and tracking Corrective Action Plans (CAPs) and ensuring timely milestone closure.
  • Experience leading discussions with Subject Matter Experts (SMEs) on:
  • Business Process Narratives (BPNs)
  • Standard Operating Procedures (SOPs)
  • Experience conducting sustainment testing of internal controls.
  • Experience performing deep-dive analysis of Unliquidated Orders (ULOs) and Undelivered Orders (UDOs) to support financial sustainment.
  • Bachelor’s degree in accounting, finance, or business from an accredited United States college or university or minimum of 5 years of recent financial/audit experience
  • Active Secret Security Clearance required at time of hire and must be maintained for the duration of employment.

Responsibilities

  • Manage and coordinate Navy and U.S. Pacific Fleet (PACFLT) audit response activities in support of Financial Improvement and Audit Readiness (FIAR) objectives.
  • Compile, validate, and submit audit documentation including:
  • Provided By Client (PBC) documentation
  • Key Supporting Documents (KSDs)
  • Audit Samples
  • Findings Questions (FQs) responses
  • Develop, track, and oversee Corrective Action Plans (CAPs), ensuring milestone accountability and timely closure in accordance with Department of the Navy (DoN) and PACFLT guidance.
  • Develop and execute Internal Control Review (ICR) testing programs in support of audit sustainment requirements.
  • Coordinate with Audit Unit (AU) Points of Contact (POCs) to conduct sustainment testing of internal controls and document testing procedures and results.
  • Lead and facilitate discussions with Subject Matter Experts (SMEs) to review and update:
  • Business Process Narratives (BPNs)
  • Standard Operating Procedures (SOPs)
  • Financial process documentation
  • Conduct in-depth analysis of Unliquidated Orders (ULOs) and Undelivered Orders (UDOs) to identify root causes, resolve discrepancies, and strengthen financial sustainment.
  • Utilize Jupiter analytics platform in support of:
  • Budget Execution Validation (BEV)
  • Commander’s Enterprise Resource Management Council (CERMC) reporting
  • Financial Execution and Reporting Management Council (FERMC) reporting
  • “One FM” financial performance metrics
  • Serve as a liaison for audit-related data calls, compliance inspections, and coordination with:
  • Department of the Navy Financial Management Office (DoN FMO)
  • PACFLT Internal Review Program (IRP)
  • Comptroller leadership
  • Support preparation for Command Readiness Assessment Visits (CRAV) and other compliance inspections by ensuring documentation accuracy, completeness, and alignment with regulatory requirements.
  • Draft responses to Notices of Findings and Recommendations (NFRs), incorporating corrective milestones and remediation strategies.
  • Support Internal Review Manual (IRM) compliance and ensure financial management processes align with Department of Defense Financial Management Regulation (DoD FMR) standards.
  • Participate in Business Process Improvement (BPI) initiatives using Lean Six Sigma and the Navy’s “Get Real, Get Better” (GRGB) methodology to standardize and enhance financial processes.
  • Maintain detailed documentation repositories to ensure audit-ready records, version control, and traceability of financial transactions and control testing.
  • Prepare briefing materials, analytical reports, and executive-level summaries to support decision-making by Comptroller and command leadership.
  • Ensure all work products meet zero-defect standards and are delivered in accordance with established audit schedules and performance requirements.
