The Global Environment Facility is a funding mechanism that provides concessional funds to recipient countries for projects and activities to protect the global environment. The governance structure of the GEF includes an Assembly, a Council, a Secretariat, a Scientific and Technical Advisory Panel and an Independent Evaluation Office (IEO). Projects financed by the GEF are managed by 18 GEF Agencies. The IEO is functionally independent of, but administratively supported by, the World Bank. It is independent from the CEO of the GEF and reports directly to the GEF Council. The GEF Council decides on evaluation policies, discusses four-year rolling work plans, approves annual budgets and receives all evaluation reports. The IEO has the central role of ensuring the independent evaluation function within the GEF; of setting minimum requirements for evaluation; of ensuring oversight of the quality of evaluation systems on program and project level and of sharing evaluative evidence within the GEF. A consultative process with relevant GEF partners is in place to ensure the quality of the work undertaken and to prevent overlap and duplication. The IEO has the responsibility for undertaking independent evaluations which involve a set of projects from more than one GEF Agency. These evaluations are typically on a strategic level, or on focal areas, or on cross-cutting themes. Evaluations may be highly complex when undertaken jointly with other evaluation offices of Agencies in the GEF. The GEF IEO is based in Washington, DC. Requirements

  • Advanced university degree (Master’s or equivalent), with at least 2 years of experience, in finance, accounting, economics, business administration, public administration, management, or a closely related field.
  • Demonstrated professional experience in resource management, financial analysis, budgeting, procurement, or administrative operations in a complex institutional environment, preferably within an international organization, multilateral development bank, UN system entity, or comparable public-sector institution.
  • Demonstrated experience providing analytical and advisory support on budget and resource management issues across multiple workstreams or operational activities, with increasing levels of autonomy and responsibility.
  • Proven experience in budget formulation, execution, and financial analysis, including monitoring budget performance, identifying risks and variances, and providing evidence-based advice to management.
  • Hands-on experience with procurement and contract management, including consultant contracting and vendor management, within established policy and control frameworks.
  • Solid knowledge of World Bank Group, UN, or donor financial management and procurement policies and procedures, or demonstrated ability to apply comparable institutional frameworks.
  • High level of proficiency in Microsoft Office applications, particularly Excel for financial analysis, tracking, and reporting.
  • Demonstrated ability to effectively use enterprise resource planning and administrative systems such as SAP, myWorkplace, eServices, SharePoint, or equivalent platforms, and to support others in their use.
  • Strong analytical and quantitative skills, with the ability to interpret financial data, assess implications, and exercise sound professional judgment.
  • Excellent organizational skills, with the ability to manage multiple priorities, meet deadlines, and maintain accuracy and quality in a fast-paced environment.
  • Ability to anticipate operational needs, identify issues proactively, and resolve problems independently, while escalating higher-risk or sensitive matters appropriately.
  • Strong interpersonal and communication skills, with the ability to work effectively with staff at all levels, including senior management, technical professionals, and external counterparts.
  • Demonstrated integrity, discretion, and professionalism in handling confidential and sensitive information.
  • Strong service orientation, reliability, and commitment to supporting institutional objectives and maintaining effective working relationships.
  • Fluency in English is required.

Responsibilities

  • Assist in budget planning, preparation, and execution
  • Ensure the accuracy, completeness, and integrity of financial data, cost allocations, and supporting documentation, in line with institutional accounting and reporting requirements.
  • Monitor and report on the financial performance of evaluation work programs, ensuring compliance with World Bank policies and procedures.
  • Support the reconciliation of trust fund accounts and processing of payments.
  • Serve as a focal point for queries related to cost accounting, payroll, and general ledger postings.
  • Provide business decision support and budget performance oversight to operational clients and program managers.
  • Advise staff and management on RM policies, procedures, and guidelines.
  • Collaborate with administrative and client support staff to share best practices and respond to questions.
  • Apply and monitor internal controls, financial rules, and compliance procedures across IEO operations, proactively identifying financial, administrative, and operational risks and advising on mitigation measures.
  • Maintain robust documentation and audit trails to support internal and external audits, management reviews, and compliance assessments.
  • Oversee and promote the effective use of corporate systems (e.g. SAP, myWorkplace, eServices, SharePoint) to support budgeting, procurement, reporting, and administrative operations.
  • Provide analytical and procedural leadership for procurement and contracting processes within IEO, ensuring full compliance with applicable World Bank Group policies, procedures, and internal controls.
  • Advise task managers and IEO leadership on appropriate procurement approaches, contract modalities, and administrative requirements, and provide end-to-end support throughout the procurement and contract life cycle.
  • Monitor consultant and vendor contracts, including deliverables, amendments, and payments, identifying risks and ensuring timely and accurate processing in line with contractual terms.
  • Serve as the primary focal point for coordination with World Bank Group procurement, finance, and legal units on resource management and contracting matters.
