About The Position

The Division Financial Analyst will play a key part in shaping the financial strategy, analyzing the financial data, and providing valuable insights that drive the financial decisions of the Infectious Disease Prevention Division (IDPD). This position performs highly advanced financial analysis and monitoring of federal grant related projects and procurements that support expenditure forecasts, financial, budget, and operational impact, and performance measures for IDPD. Duties include overseeing and administering financial processes, and reviewing, analyzing, and evaluating financial data; examining, investigating, and reviewing accounting records, financial statements, management practices, and internal controls to ensure compliance with agency policy and federal and state laws and regulations.

Requirements

Bachelor's degree required. Experience may substitute for education on a year-for-year basis.
Knowledge of program policies, regulations, systems and functions, and federal and state rules related to public health programs; state agency budgeting and accounting practices; the legislative appropriations process.
Skill in writing analyses, documentation, proposals, plans, policies, procedures, standards, and reports; identifying problems, evaluating alternatives, and negotiating and implementing solutions; interpreting and applying policies, procedures, and regulations; implementing new technology.
Ability to deliver results; analyze systems and procedures; establish goals and objectives; develop fiscal systems; plan, assign, and supervise the work of others; apply critical thinking to generate and assess potential solutions; anticipate needs and problems in advance.

Nice To Haves

Certified Texas Contract Manager preferred
Experience in financial analyses preferred.
Experience working on large federal grant proposals and budgets preferred.
Experience working with executive management to address budget issues preferred.

Responsibilities

Plans, reviews, and reports on financial analysis of projects and procurements
Oversees the financial status of various programs
Performs final review and approval of financial reports and budget expenditures, backup documentation and follow-up correspondence associated with the report, and all other financial and budget materials prepared by program staff
Reviews and ensures compliance with financial standards, uniformity in method, and for adherence to financial statutes.
Oversees the coordination, research, and identification of grant opportunities, and leads efforts to secure funding that support infectious disease prevention programs.
Works closely with internal DSHS programs to develop grant applications, ensuring all submissions include strong objectives, detailed work plans, and well-structured budgets.
Provides consultative services and technical assistance to internal teams, guiding them through budget planning, compliance requirements, and approval processes.
Reviews grant applications to ensure they meet eligibility criteria and submission requirements.
Develops programmatic language for contracts and requests for proposals to ensure alignment with IDPD's mission while supporting the ongoing improvement of contracting processes.
Prepares financial and expenditure progress reports to the Associate Deputy Commissioner.
Escalates and coordinates the resolution of financial risks with the Associate Deputy Commissioner as needed.
Makes recommendations for strategies to mitigate financial risks and resolve financial and regulatory problems.
Conducts meetings with appropriate staff to inform them of relevant policies and procedures; and reviews/consolidates the work product of others.
Oversees the development of models and analyses to include annual expenditure forecasts and long-term financial plans.
Performs highly complex financial analysis, monitoring, and regulatory work related to grant management and expenditure forecasts; financial and operational impact; budget and operational impact; performance measures; and project deliverables for DSHS.
Examines, investigates, and reviews accounting records, financial statements, reports, management practices, and internal controls to ensure compliance with federal and state laws and/or regulations as well as DSHS policies, regulations, for related projects and procurements.
Prepares financial reports containing findings, recommendations, and corrective actions as well as responding to inquiries and providing technical assistance to staff in all matters relating to financial compliance and best practices.
Reviews and interprets new legislation and other applicable federal or state laws and regulations as well as department policies and procedures that affect related procurements.
Prepares and provides financial and operational impact analyses of legislative proposals.
Makes major defendable decisions and conclusions which are communicated to appropriate staff.
Serves as technical advisor on financial matters.
Makes recommendations for changes in the procurement and tracking processes.
Leads the preparation of management and productivity reports and studies.
Leads special projects, research studies, and internal audits.
May prepare ad hoc reports/analyses as requested by management to assist in quality improvement initiatives as well as reporting purposes.
Coordinates program procurement, contract, and grant activities to ensure staff is processing requests appropriately and in timely manner.
Performs related work as assigned.
Actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
