About The Position

The Senior Financial Analyst for Cost Reporting and Long Term Services and Supports (LTSS) Finance (Financial Analyst IV) performs highly advanced (senior-level) financial analysis work related to rate setting and cost reporting used in the analysis of LTSS reimbursement rates and payments in the Texas Health and Human Services Commission (HHSC) Provider Finance Department (PFD). Work involves documenting existing cost report and rate setting processes and procedures; preparing, reviewing, analyzing, and evaluating financial data and documents; recommending modifications to align to best practices; and preparing reports and responding to internal and external inquiries. Work may include the oversight and management of special projects related to cost reporting and LTSS finance section. The position will also serve to support and facilitate the Interested Parties Advisory Group. Works under the supervision of the Deputy Director of Cost Reporting and LTSS Finance, with extensive use of subject matter expertise and historical knowledge of LTSS rate analysis processes and procedures, cost reporting and cost report examinations, and project management or process improvement techniques

Requirements

  • Microsoft Excel at basic to intermediate level. (set up footers, headers, align margins, sort and filter, conditional formatting, insert links, concatenation, able to convert to accessible Adobe Acrobat format
  • Expert level skill in Microsoft Word editing and formatting.
  • Strong analytical skills with the ability to collect, analyze, organize, and communicate significant amounts of complex information with attention to detail, accuracy, professionalism and diplomacy.

  • Graduation from an accredited four-year college or university with major coursework in accounting, business administration, finance, economics, or a related field. Working experience in accounting, business administration, finance, economics, or a related field may be substitute for education on a year-for-year basis up to four years.
  • Minimum of 3 years of experience with financial or data analysis or stakeholder engagement including facilitating large meetings and presenting complex, financial or technical information.

Responsibilities

  • Supports LTSS Cost Reporting: The LTSS FAIV serves as a subject matter expert in LTSS cost reporting. The FAIV will serve as the lead staff member in representing LTSS in meetings the vendor who administers the cost reporting system; ensuring that system requirements and modifications meet LTSS cost reporting requirements. The FAIV will creates and prepare organized and sequential documentation including process and procedures of LTSS cost reporting processes, as needed, for both the Cost Report Review Unit and the LTSS Finance Teams. The FAIV will ensure user interface and cost report functionality meets the Department’s goals for cost reporting and complies with state and federal requirements; the FAIV will develop and maintain timelines associated with implementation of any changes related to cost reporting. The FAIV will conduct review of relevant Texas Administrative Code, Medicaid, and Medicare payment requirements on a biennial basis to ensure cost reporting adheres to best practices as applicable. The FAIV will make recommendations for changes to LTSS cost reporting as necessary. Represents PFD in formal appeals related to cost reporting, as needed. Provides training to support staff related to LTSS cost reporting. (25%)
  • Stakeholder Engagement. The FAIV position will lead stakeholder engagement efforts to support the Cost Reporting and LTSS Finance Section. This includes scheduling meetings, developing presentation materials and presenting information to both internal and external audiences related to cost reporting and LTSS finance. Duties will include supporting the Interested Parties Advisory Group as the lead facilitator by acting as HHSC’s contact with the advisory committee, coordinating on meeting agenda’s with the Chair and vice chair, ensuring committee meetings meets state and federal requirements, and supporting the development of any required reporting related to the committee’s recommendations. (20%)
  • Rate Calculations and Methodologies. Develops, reviews and maintains calculations and financial models to support LTSS rate methodologies or program requirements, including developing fiscal analyses in response to legislation or programmatic changes. Coordinates with cost reporting and LTSS Finance staff to ensure rate methodologies meet State and Federal requirements. Develops and documents processes and provides staff trainings and implementation plans to support the LTSS rate models and methodologies. Assists with Texas Administrative Code amendments related to rate calculations and methodologies (15%).
  • Process Documentation and Training: Creates and prepares organized and sequential documentation of existing LTSS cost reporting and rate setting processes and procedures. Creates and prepares written explanation of tools and systems developed to oversee LTSS cost reporting and rate development and implementation, including documentation of steps in the rate calculations that correspond to various Texas Administrative Code, federal rules and regulations, state rules and regulations, policy manuals, and procedures. Assists in the development of systems maps, workflow maps, or other visual aids to document processes. Clearly explains cost reporting and rate processes to LTSS staff, documents processes in standardized format concurrently, and formulates financial models to simulate anticipated financial performance as a result of changes in laws, regulations, policies, and procedures. Provides documentation of existing protocols and notates changes needed to conform with changing regulations and requirements. (15%)
  • Legislative Analysis: Reviews proposed bills that impact Cost Reporting and LTSS Finance teams including the drafting of bill analysis, agency cost estimates, and agency implementation plans. Coordinates with agency colleagues and internal staff during and post-legislative session. (15%)
  • Duties as assigned to support the Director and Deputy Director of Cost Reporting and LTSS Finance and Department priorities (10%)
