The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Financial Analysis II. MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS’s mission by conducting fiscal and contract monitoring of Financial Management Services Agencies (FMSAs) contracted to provide financial management services to individuals who self-direct services received through one of the following programs: Community Living Assistance and Support Services (CLASS) or Deaf-Blind with Multiple Disabilities (DBMD), Home and Community Based Services (HCS), or Texas Home Living (TxHmL) Medicaid Waiver Programs; or fee-for-service Primary Home Care (PHC), Community Attendant Services (CAS), or Family Care. FMSAs act as the employer of record for services, preparing payroll and federal and state payroll tax filings in accordance with state and federal requirements.

Requirements

  • Bachelor’s degree in accounting, business administration, public administration, finance, human services or related field.
  • At least five years of experience in financial analysis, fiscal monitoring, auditing, compliance, or related field.
  • Active Certified Texas Contract Manager (CTCM) certification or must obtain within one year of employment.
  • Valid driver’s license or must obtain Texas Driver’s License prior to hire.
  • Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or Certified Fraud Examiner (CFE).

Nice To Haves

  • Advanced degree preferred.
  • Certification or formal training in continuous improvement methodologies (e.g., Lean, Six Sigma, Kaizen) preferred.

Responsibilities

  • Conduct fiscal and contract monitoring of Financial Management Services Agencies (FMSAs).
  • Perform highly complex financial analysis including compiling, reviewing, analyzing, and evaluating financial data.
  • Prepare reports and respond to inquiries regarding financial compliance.
  • Conduct on-site monitoring reviews and desk reviews to examine records, reports, financial statements, and tax filings.
  • Conduct fiscal and contract compliance reviews to ensure FMSA’s compliance with state and federal statutes.
  • Provide written reports of findings and reviews corrective action plans prepared by FMSAs.
  • Provide technical assistance and training to FMSAs and other agency staff.
  • Implement continuous improvement strategies for monitoring activities.
  • Assist the manager in high-level projects and respond to legislative inquiries.
  • Serve as a lead on assigned reviews.
