The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, with approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations, and helping poor North Carolinians achieve economic independence. This Financial Analyst position supports the Provider Reimbursements Unit within the Finance Section of DMA. The primary responsibility is supporting rate setting, waivers, SPAs, and other reimbursement needs for a set of Medicaid Programs. While guidance will be provided by management, individuals are expected to quickly and independently perform required tasks after brief on-the-job training. The role involves performing financial analysis on assigned providers to determine payment rates, and serving as a resource for researching, understanding, and interpreting state and federal regulations for programs, keeping up to date with frequent modifications. Comparative analysis will be conducted using prior years’ cost information for individual facilities, other facilities, and national/industry data. The Division of Health Benefits (DHB) within NCDHHS manages and oversees North Carolina Medicaid and other programs, with a budget over $27 billion in state and federal funds per fiscal year, ensuring reimbursement for over 108,000 enrolled providers delivering services to 3.1 million beneficiaries.
