About The Position

The Financial Analyst I, under general supervision, performs professional-level accounting and financial analysis work in support of the agency's fiscal operations. The position is responsible for analyzing financial data, preparing reports and forecasts, assisting with audits, and ensuring compliance with applicable accounting standards and regulatory requirements. This role supports the development and maintenance of accurate financial records and provides data-driven insights to management for informed decision-making.Essential Duties + Responsibilities The position duties and responsibilities listed below describe the general nature and scope of work. Requirements

  • Bachelor's Degree in Accounting, Business, or a related field required.
  • Two (2) years of progressive responsibility required in a related field.
  • Advanced knowledge and experience in the use of financial software, including database, spreadsheet, and presentation applications.
  • Must have the ability to learn and use cloud applications such as Google GSuite applications to include but not limited to: Google Chrome Browser, Gmail, Drive, Calendar, Docs, Sheets, and Slides. Understanding document sharing and collaboration in the cloud. Experience and proficiency with Microsoft Office 365, cloud-accessible applications, including but not limited to: OneDrive, Outlook, Word, Excel, and PowerPoint, or a Mac or PC desktop equivalent is acceptable.
  • Successful completion of a criminal history background check, education, and work history verification, and a drug screening test.
  • Texas Class "C" driver's license at the time of placement and insurable by the organization's fleet and liability insurance carrier.
  • Must have the ability to earn certifications as required by assigned tasks.

Responsibilities

  • Plans and conducts financial and cost analyses to assess past performance, forecast trends, and recommend budget or cost improvement measures.
  • Prepares, reviews, and interprets financial reports, statements, and forecasts in accordance with generally accepted accounting principles (GAAP) and applicable laws and regulations.
  • Performs statistical, cost, and variance analyses to support projects, programs, and management decision-making.
  • Coordinates cash management activities, including forecasting, investing, and ensuring compliance with loan agreements, covenants, and regulatory requirements (e.g., HUD, GASB).
  • Assists with preparing the unaudited and audited Financial Data Schedule (FDS) for submission to HUD.
  • Prepares financial statements and supporting schedules for the annual Employees' Money Purchase Pension Plan and Trust audit.
  • Provides technical accounting and analytical support to staff, ensuring compliance with GAAP, HUD, and other reporting standards.
  • Supports annual financial audits by preparing schedules, documentation, and responses to auditor inquiries.
  • Utilizes financial and data analysis software (e.g., spreadsheets, databases, and statistical tools) to compile, analyze, and present financial data and reports.
  • Prepares quarterly and ad hoc financial and management reports for leadership and the Board of Commissioners.
  • Participates in the development and implementation of departmental goals, work plans, and performance measures to improve financial processes and service delivery.
  • Performs other duties as assigned or required during emergency situations or organizational initiatives.
