The Budget Office is seeking a detail-oriented Finance Manager to support the Assistant Director of Planning and Forecasting with a focus on capital planning and analysis. This is a hybrid position with the option to work remotely part of the week. Your skills will make a difference. The Finance Manager provides support for the Assistant Director of Planning and Forecasting with a focus on capital planning and analysis. Serve the team by generating, analyzing, validating, and maintaining accurate financial and project reports to support management decision-making.

Requirements

  • Bachelor's Degree in Accounting, Finance, Management, or Business Administration, with at least 6 years in professional-level accounting or financial experience and at least 3 years in supervisory experience.
  • Advanced proficiency in data analysis, including reviewing and interpreting large datasets.
  • Strong attention to detail, critical thinking, and problem-solving abilities.
  • Experience analyzing and documenting business requirements, workflows, rules, and processes.
  • Demonstrates a professional demeanor and provides timely, clear, and reliable communication via email and other communication channels.
  • Collaborate with departments to foster effective communication and cross-functional partnerships.
  • Drives continuous improvement by identifying opportunities to enhance processes and workflows.
  • Strong proficiency with analytical tools, including Microsoft Excel and PowerBI.
  • Relevant education and experience may be substituted as appropriate.

Nice To Haves

  • Experience with data analytic and reporting programs (e.g., PowerBI, Cognos, Tableau).
  • Deep knowledge of UT and/or state financial policies and systems (e.g., DEFINE, Budgeting System (BUD), Workday HCM).
  • Experience with the Construction Project process and supporting management tools (e.g., Oracle Primavera Unifier, AssetWorks, Kahua, Owner Insite.)
  • Strong analytical skills, including the ability to track budgets, monitor expenditures, and interpret financial data.
  • Five years of work experience in higher education.
  • Knowledge of university, state, federal, and foundation funding policies, procedures, regulations, and mechanisms.
  • Advanced degree in Finance, Accounting, or related field
  • Professional certification in Accounting, Finance, Business Administration, Budgeting, or a related field.

Responsibilities

  • Capital Forecasting: Assist in the effort to provide forecasting information for capital projects and related operating costs.
  • Alternative Financing Projects: Work as part of the team to implement the accounting, funding, and reporting for real estate projects, such as through foundations or public-private partnerships.
  • Construction: Assist in the review/editing all correspondence related to funding for Capital Improvement Projects in conjunction with the Budget Office commitment system. This also includes the approval of resulting transactions to be processed by Plant Funds, subsequent collection of funds, and adhoc VTA processing. Assist in reporting of complex projects and assist in other areas as needed for the Annual Financial Report.
  • Budget: Work as part of the team to maintain the Budget Office Commitment System, account reconciliation, annual budget review, and other required reporting.
  • Debt: Assist in the preparation of the quarterly debt service entries and maintain amortization schedules for debt issued as part of the UT System Revenue Financing System. Assist the annual budget process for debt, which includes the population of the budget documents, summary schedule debt analysis (B.2), and 6-year forecast. Also, assist in the internal loans and equipment loans obtained from UT System.
  • Other related functions as assigned.
