About The Position

The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a ‘Service Delivery Area’ comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational, and cultural services. The Finance Manager, under the direction and supervision of the CFO, is responsible for procedural operations of the finance department as well as general oversight of financial coding, reconciling revenue/expense accounts, and assembling timely reporting of financial data.

Requirements

  • Bachelor degree in accounting, business, or related field, or an equivalent combination of experience and education
  • Three years’ experience in Federal or Tribal administrative accounting and management
  • Working knowledge of fund accounting practices, financial compliance procedures and other federal compliance requirements including CFR Codes and Financial Circulars
  • Computer proficiency in Microsoft Office
  • Excellent written and oral communication skills
  • Valid driver’s license and be insurable
  • Successfully pass drug and alcohol testing, motor vehicle, education, character, and criminal background checks
  • Able and willing to travel

Nice To Haves

  • Master degree in accounting, business, or related field
  • Certified Public Accountant
  • One year experience working with Native Americans or Native American organizations
  • Knowledge and understanding of Public Law 93-638: Indian Self-Determination Act

Responsibilities

  • Reconciles all internal expenditures and funding draw records to the records and reports of the granting agency and funding source
  • Reviews and maintains expenditure reports in conjunction with Financial Grant/Contract Specialist to identify posting errors or uncommon activities, including researching of general coding errors and correction of such errors with appropriate supporting documentation
  • Serve as administrator responsible for drawdowns of federal and grant awards based on program activity, or as outlined by the funding agency
  • Attend and respond to grantor/funding agency desk review meetings and inquiries
  • Oversite of the preparation and submission of financial grant reporting, including but not limited Federal Financial Reports SF-425 (FFR)
  • Review and post entries to the general ledger for budgets, deposits and general journal entries as well as revisions to grants and contracts
  • Advise program directors on budget questions
  • Assist with preparation of audited financial statements for program and yearly single audits
  • Perform special projects as deemed necessary for the continued improvement in efficiency and effectiveness of the finance department
  • Performs other duties as assigned
