Learn more at https://www.jnj.com/ Position and Responsibilities Overview The Finance Manager, Government Contract & Compliance (GCC) plays a critical role in shaping and executing cross‑portfolio government pricing compliance activities within J&J Innovative Medicine. This position requires strong business acumen, deep knowledge of U.S. government pricing (GP) policies, and an understanding of key pharmaceutical business processes. The GCC Finance Manager will execute the development, planning, coordination, and integration of new business processes that support government pricing compliance stemming from evolving policies (e.g., Physician Fee Schedule, Medicaid, and CMS innovation demonstration initiatives). Key responsibilities include identifying government pricing compliance requirements; establishing GCC operational and CORE system readiness plans; implementing and documenting effective controls; and ensuring scalable, compliant operational solutions. The role also coauthors reasonable assumptions for government pricing documentation and submissions. Given the compliance implications and risks, the Finance Manager will work closely with senior leaders across Legal, Policy, SCG, HCS, and Finance. Success in this role requires strong cross‑functional leadership, agility, analytical depth, and sound judgment in navigating sensitive and confidential matters. Additional expectations include managing multiple workstreams aligned to evolving legislative guidelines, ensuring coordinated effort across SCG/HCS/Finance sprint teams, and maintaining disciplined organization across parallel initiatives. Although this role has no direct reports, it requires strong collaboration skills, the ability to influence and lead others, and a commitment to modeling continuous improvement and an inclusive mindset. This position reports to the GCC Government Pricing Finance Director.

Requirements

  • A minimum of a bachelor’s degree is required. A major in Finance or Accounting, or Business-related degree is highly preferred.
  • A minimum of 5 years- experience in Pharmaceutical or healthcare industry
  • Comfortable in reviewing government pricing policies
  • Intermediate to advanced MS Excel is required. (Pivot Tables, V- Look ups, If statements, etc.)
  • Strong leadership, proactive, communications and influencing skills, excellent analytical, and organizational skills
  • The ability to deal with ambiguity and make decisions
  • The ability to partner and collaborate with all levels of the organization
  • Demonstrate curiosity, an ability to develop a perspective on business, influence outcomes and an agile learning attitude.
  • Ability to review and translate federal legislation to government pricing compliance and business implications

Nice To Haves

  • MBA, CPA, CMA or other certifications
  • Strong understanding of the U.S. pharmaceutical supply chain and pricing/contracting dynamics
  • Experience with compliance, controls and related documentation
  • Able to appropriately identify and balance risk in the context of business objectives

Responsibilities

  • Read, synthesize, and translate healthcare policy and regulatory guidance into actionable government pricing compliance deliverables, controls, and handoffs.
  • Apply working knowledge of U.S. government pricing programs (Medicaid AMP/BP, Medicare ASP, 340B, FSS, NFAMP, FCP) and associated compliance requirements (training available).
  • Document government pricing treatments, methodologies, and reasonable assumptions in alignment with final regulations.
  • Develop SOPs/WIs to embed new requirements into repeatable GCC base business processes.
  • Build training materials and educate GCC and cross‑functional partners on new or updated government pricing requirements, driving continuous process improvement and operational readiness.
  • Demonstrate comfort with ambiguity and flexibility, adapting to evolving policies and shifting role requirements as legislation and operational needs change.
  • Operate as an individual‑contributor manager, influencing and leading others to incorporate new requirements into scalable, sustainable business processes.
  • Monitor, interpret, and assess the impact of new and evolving legislation and healthcare policy on government pricing obligations.
