The Opportunity As the Finance/Investment Manager, you will oversee program-level financial performance for the EADDS program across multiple Office of Justice Programs (OJP) product families. You will ensure financial transparency and alignment with modernization objectives by managing budgeting, forecasting, and spend tracking. You will translate technical progress into financial impact metrics, communicate ROI and efficiency gains to internal leadership and client stakeholders, and support value-based investment planning.

Requirements

  • Bachelor’s degree with at least nine years of experience or a master’s degree with at least seven years of experience.
  • Considerable experience in financial management or business operations for large federal IT programs.
  • Strong knowledge of earned value management (EVM), cost analysis, and federal IT investment frameworks (TechStat, CPIC).
  • Ability to synthesize complex financial, schedule, and performance data for executive-level reporting.
  • Ability to obtain and maintain a DOJ Public Trust or higher clearance.

Nice To Haves

  • PMP or PgMP certification preferred.
  • Certified Government Financial Manager (CGFM) or similar credential strongly preferred.
  • Experience with DOJ or other federal agency financial systems and compliance requirements.

Responsibilities

  • Compliance & Governance: Ensure adherence to federal financial management standards and reporting requirements.
  • Collaboration: Partner with Program Manager and technical leads to integrate financial transparency into delivery cadence and milestones.
