The Finance Director is responsible for overseeing the financial operations of the City of Vernon, including cash handling, accounts receivable, accounts payable, and investment management. This role involves coordinating banking relationships, managing the utilities department, and ensuring compliance with financial regulations. The Finance Director also serves as the employee benefits coordinator and risk management coordinator, playing a crucial role in the city's financial health and operational efficiency.

  • Manage and evaluate utilities and collection/billing staff to ensure accurate monthly billing and collection of accounts.
  • Develop policies for accounting operations, budget support, and reporting with approval from the City Manager and City Commission.
  • Advise the City Manager and City Commission on all financial matters of the City.
  • Coordinate financial services including administration of depository, direct deposit, credit card, and investments.
  • Manage maintenance of investments, cash receipts, bank reconciliations, and disbursement records.
  • Consult with brokers, banks, and bond counsel for investments and ensure compliance with financial regulations.
  • Prepare the City's annual budget and assist with budget establishment and hearings.
  • Communicate effectively with co-workers, public officials, and financial contacts.
  • Five years of progressively responsible cash management experience or equivalent training and education.
  • Related municipal financial experience preferred.
  • Proficiency in word processing, spreadsheet development, and investment-related software programs.
  • Knowledge of principles and practices of municipal financial affairs including budget, accounting, finance, and tax collection.
  • Ability to negotiate effectively and communicate both orally and in writing.
  • Strong staff management skills and ability to respond to problems with sound analytical skills.
  • Master's Degree in Business Administration, Finance, or related areas preferred.
