About The Position

The Finance Director is under administrative direction and is responsible for the administration, management, and oversight of the City’s financial operations. This position ensures the proper receipt, custody, investment, and disbursement of all City funds while maintaining compliance with applicable laws, regulations, and policies. The position oversees the Finance Division, Customer Service / Utility Billing Division, and Municipal Court Division, and plays a key role in the preparation and administration of the City’s annual budget and financial reporting. Serves as the City Treasurer in accordance with the Evans City Charter.

Requirements

  • Bachelor’s degree in Accounting, Finance, Public Administration, or related field.
  • Six (6) years of municipal financial management or closely related experience.
  • Valid Colorado Driver’s License or ability to obtain within six months of hire.
  • Equivalent combinations of education and experience may be considered.

Responsibilities

  • FINANCIAL MANAGEMENT
  • Plan, organize, and direct the City’s financial operations, including accounting, budgeting, payroll, accounts payable, procurement, business licensing, sales tax collections, debt management, grant management, and financial reporting.
  • Ensure accuracy and integrity of all financial records and systems.
  • Develop and implement financial policies, procedures, and internal controls.
  • Provide financial analysis and recommendations to the City Council, City Manager, and executive team.
  • Prepare monthly financial reports for sales tax collections, including food tax and street sales tax.
  • Administer the City’s purchasing card system.
  • Provide financial management services for the Evans Redevelopment Authority (ERA).
  • TREASURER FUNCTIONS (IN ACCORDANCE WITH SECTION 4.8 OF THE EVANS CITY CHARTER)
  • Serve as the custodian of all City funds, ensuring proper collection, deposit, and the safeguarding of public monies.
  • Oversee the disbursement of City funds in accordance with the City Charter, ensuring expenditures are authorized and compliant with the adopted financial/procurement policy and budget appropriations.
  • Manage the City’s cash flow and investment portfolio in accordance with Charter provisions, state statutes, and the adopted financial policy.
  • Maintain accurate and complete records of all financial transactions.
  • Oversee reconciliation of accounts and ensure proper internal controls over cash handling and financial activities.
  • Coordinate banking services and maintain strong financial institution relationships.
  • Provide regular reporting on cash position, revenues, and investment performance.
  • BUDGET PREPARATION & ADMINISTRATION
  • Coordinate with the City Manager and prepare the City’s annual operating and capital budget.
  • Monitor revenues and expenditures and ensure compliance with adopted budgets.
  • Assist departments with budget development and financial planning.
  • Prepare financial forecasts and provide recommendations on fiscal impacts of proposed initiatives.
  • COMPLIANCE, AUDIT, AND REPORTING
  • Ensure compliance with GAAP, GASB, state regulations, requirements established in the Evans Municipal Code and Evans City Charter and adopted policies.
  • Prepare or oversee preparation of all city financial reports and submits to the City Manager for review and dissemination to the City Council.
  • Prepare or oversee internal audits of city operations at the City Manager’s request.
  • Coordinate annual independent audits and implement recommendations.
  • Maintain strong internal controls and ensure audit readiness at all times.
  • Monitor, report, and maintain reimbursement and grant records for various grant awards. This includes reconciling grant activity City-wide on an ongoing basis and in preparation for the annual financial statement audit and applicable Single Audits. Oversee program-specific monitoring reviews and audits by grantor agencies.
  • Serves on the City Manager's Executive Team overseeing and accountable for department operations while working interdepartmentally to effectively and consistently achieve the strategic goals of the city.
  • Directs the highest-level operational, financial, and talent management decisions of the department and provides complex guidance on matters of significance in alignment with policy and executive leadership objectives.
  • Serves as an organizational representative engaging with City Council, Boards and Commissions, employees, the public, and other partnership entities.

  • Knowledge of generally accepted accounting principles and general ledger account reconciliation practices.
  • Knowledge of the general principles and practices of governmental budgeting and state and local sales tax processing.
  • Knowledge of the principles and practice of investing public funds.
  • Knowledge of City departments and divisions, as their operations relate to those of the areas of assignment.
