Manage and administer non-competitive procurements from initiation through completion for the General Services Department. Serve as General Services’ sourcing agent and team contributor for non-competitive agreements. Maintain accurate procurement records and manage the eGenda process, including reports and materials for Board/County review. Act as Administrative Agent for assigned General Services term contracts. Prepare, review, and ensure contract documents comply with County and State legal requirements. Develop bid and solicitation materials, including specifications, forms, timelines, and implementation processes. Negotiate contract terms, manage performance, ensure compliance, and resolve contract-related issues or disputes. Build and maintain strong relationships with internal stakeholders, vendors, and external partners. Monitor budgets, spending trends, contract caps, and risks; report changes and ensure ongoing compliance. Support business operations through budget planning, process improvement, reporting, and backup procurement assistance.

Requirements

  • Associate's degree from an accredited college or university in Public Administration, Business, Finance, or related field AND three (3) years of professional experience. -OR- Bachelor's degree in an accredited college or university in Public Administration, Business, Finance, or related field AND one (1) year of professional experience. -OR- Five (5) years of professional-related experience can be substituted for the degree at management's discretion.
  • A valid Florida Driver's License at the time of hire.
  • Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five (5) years.
