About The Position

The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE). Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL. Finance & Accounting performs a variety of financial and/or accounting activities, which may include the maintenance, control, analysis and development of complex financial/accounting records, reports and systems and their ongoing support. Provide or assist in business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and sound business practices. Adheres to and communicates business policies and procedures, including training and interpretation for the various organizations supported. This position is essential to managing the development and securing the approvals of Inter-Entity Work Orders (IEWO) necessary to support the lab’s cutting-edge research. Inter-entity work is performed between one DOE organization and another DOE organization. Coordinate IEWO actions with other DOE organizations. Coordinate and manage approvals. Ensure process follows DOE Orders and Policies. Facilitate approval process between PNNL and DOE-PNSO. Execute routine actions to add funding or time to projects, closeout projects, or answer questions about the funding on projects. Maintain the integrity of the Inter-entity Work Order (IWO) process, funding actions, and funds controls. Interact with internal and external customers. Perform data analysis and querying from relevant business systems. Work closely with PNNL Business Offices, project staff, Cost Accounting, Accounts Receivable, DOE HQ, DOE-CSC and DOE-PNSO budget to resolve funding issues. Provide guidance and technical assistance for IWO proposals in Work Authorization Lifecycle System (WALS). Monitor approval process of IWOs between PNNL and PNSO. Perform work effort under the general supervision of the Funding & Agreements Team Leader or other members of the Funding & Agreements team.

Requirements

  • BS/BA or higher
  • Arrives at solutions by following defined policies and procedures.
  • Analyzes and interprets financial/accounting data and reports results.
  • Manages personal work.

Nice To Haves

  • Experience with PNNL business systems and processes, specifically the Work Authorization & Lifecycle System (WALS) and Oracle, Purchasing and Expense System (PES).
  • Experience with the DOE Payment and Collection System (DOE-PAC).
  • Knowledge of software including Microsoft Word, Microsoft Excel, Microsoft Access, and Power BI.
