Job Summary Langan is seeking an Field Technician, Right of Way, to join its collaborative team in Bethlehem, Doylestown or Philadelphia, PA.  This individual will serve a key function in assisting with identifying, planning, scheduling, and performing field site visits related to encroachment inquiries and excavation plans submitted via the state one-call system dig tickets.  In this role, you will have the opportunity to work with a diverse team of top-notch professionals in a variety of geographic areas and regulatory programs, and to collaborate and learn from our multi-disciplinary team of site/civil, geotechnical, survey, and landscape architect professionals on landmark land development projects.

Requirements

  • High school diploma; Associate’s degree preferred; College courses in engineering, geology, environmental science, or related area preferred;
  • 2 years of prior work-related experience;
  • Strong mechanical aptitude;
  • Working knowledge of Microsoft Office products as well as GIS and ticket management systems (e.g., ERSI Webmap and Irth’s Utilisphere software, or similar);
  • Experience using geophysical equipment and applications such as magnetometers and radio-detection units;
  • Strong attention to detail with excellent judgement capabilities related to land records (e.g., deeds, as-builts, easements, etc.);
  • Ability to prioritize and respond to multiple requests from several sources and track a constantly evolving work schedule;
  • Excellent verbal and written communication skills with the ability to interface effectively with property owners, regulatory agencies, public officials, and contractors;
  • Strong analytical and problem solving skills;
  • Strong planning and organizational skills;
  • Ability to effectively work independently and in a team environment;
  • Sound judgment capability and ability to maintain confidentiality;
  • Ability to travel within the Pittsburgh area (Greene, Washington, and Allegheny counties) on a regular basis;
  • Availability to work overtime, evenings and weekends, as needed; and
  • Ability to travel and stay overnight for work.

Responsibilities

  • Assist with conducting data review and field site visits in support of responding to utility dig tickets or encroachment requests;
  • Review historical deeds, easements, and design records to understand asset/land ownership;
  • Draft encroachment agreements and exhibits for project manager review;
  • Coordinate, schedule and implement required field support;
  • Monitor and conduct oversight of encroachment work (e.g., excavation contractors);
  • Interact with property owners, other pipeline company representatives and local public representatives to clear one-call tickets or complete field mark-outs;
  • Locate out of service pipelines/rights-of-way utilizing subsurface utility locating equipment (e.g. magnetometer and probe bar) and historical records;
  • Support field services, as needed (e.g. observe excavations/encroachments by third-parties for compliance with client specifications);
  • Perform right-of-way reconnaissance and mapping updates in coloration with the project team; utilize digital software solutions to document field work performed;
  • Identify critical requests and other pressing situations and respond appropriately by initiating prescribed response procedures and expediting communications with project team, clients and third parties;
  • Complete and maintain required reports and logs;
  • Attend client/team meetings to report out on the status of one-call tickets responses, encroachment related matters, and stakeholder engagement;
  • Actively participates in internal Health and Safety training and has strong commitment to Health and Safety in the workplace and field;
  • Assist the Environmental team with ongoing project and programs; and
  • Performs other duties as requested.
