ITA is seeking a ield Service Technician III – HVAC/Power to join the team supporting the Department of State in Rosslyn, VA. Please note this opportunity is contingent upon successful contract award, expected Spring 2026. The Bureau of Diplomatic Security is responsible for the protection of U.S. personnel, official facilities, and residences in domestic and overseas locations. This team specifically supports the Technical Surveillance Countermeasures branch, responsible for electronic security, anti-eavesdropping, and protecting diplomatic facilities and personnel from technical threats globally, ensuring secure communications and facilities for U.S. diplomacy. The Field Service Technician III – HVAC/Power is responsible for leading and coordinating support to overseas posts by testing, maintaining, and reporting on equipment in the field. The technician researches new areas for acoustic and power countermeasures, installs and tests equipment to enhance post countermeasure capabilities, and tests new acoustic, power, and Radio Frequency (RF) equipment to ensure effective implementation. The role includes reviewing compliance with security standards, delivering tailored technical security solutions, and maintaining and repairing shielded environments for overseas facilities, with occasional support for domestic facilities. The technician completes detailed reports after overseas travel, documenting test results, maintenance, and repair activities, and recommends and coordinates corrective actions with domestic Department groups and overseas staff. Additional responsibilities include providing training for post personnel, contributing to the development of training modules, and maintaining and calibrating test equipment to ensure proper functionality and optimal performance. The Field Service Technician III – HVAC/Power is responsible for working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition, to support technical and operational requirements..

Requirements

  • Current U.S. Government final Top Secret clearance and qualified for SCI access.
  • High school diploma or GED required.
  • At least ten years of experience in maintaining and repairing acoustic, power, and radio frequency shielded enclosures.
  • Professional licensing in electrical, plumbing, or HVAC, or at least five years of relevant experience.
  • Proficiency in Microsoft O365.
  • Substantive knowledge of regulations governing the use and access of classified materials.
  • Demonstrated experience working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition.
  • Ability to interact effectively with individuals or groups outside their organization or agency.
  • Positive attitude and ability to work collaboratively as part of a team.
  • Self-motivation and ability to work independently with minimal supervision.
  • Strong attention to detail, multitasking ability, and ability to manage multiple projects in a fast paced environment.
  • Ability to learn technical and physical security countermeasure systems and understand Overseas Security Policy Board (OSPB) standards.
  • Knowledge of current HVAC, power, and RF shielding test procedures, Department of State regulations and policies related to TEMPEST emanations and technical security countermeasures, and Intelligence Community standards and directives.
  • Skilled in using spectrum analyzers, RF receivers, oscilloscopes, signal generators, amplifiers, antennas, and other electronic test equipment.
  • Ability to perform physical activities such as climbing, manual labor, using ladders, and working on construction sites.
