About The Position

The position involves comprehensive procurement responsibilities, including planning during the bidding phase, understanding contract specifications, and sourcing vendors. The role requires developing RFPs, analyzing quotes, negotiating agreements, and managing procurement plans post-award. The candidate will engage with project teams, capture market intelligence, and incorporate current market conditions into procurement strategies. Additionally, the role involves reading and interpreting contract documents and may require travel to project sites and vendors.

Requirements

  • Demonstrated leadership and interpersonal skills
  • Bachelor's degree plus a minimum of 9+ years of related experience or an equivalent combination of education, training, and/or experience
  • U.S. Citizen with the ability to obtain a Security Clearance with the federal government
  • Relevant Purchasing experience sourcing and negotiating contracts with Original Equipment Manufacturers, construction/specialty trade subcontractors, and fabricators
  • Proven written and verbal communication abilities
  • Proficiency with computer applications, including Microsoft Office Suite, SharePoint, and Microsoft Excel
  • Familiarity with accounting principles

Responsibilities

  • Procurement planning during the bidding phase
  • Understanding contract specifications and bills of material
  • Sourcing, identifying, and prequalifying vendors
  • Developing comprehensive RFPs
  • Analyzing multiple quotes (scope leveling)
  • Creating a Vendor Matrix
  • Working with project and engineering teams to confirm completeness of scope of service and supply
  • Negotiating and finalizing agreements
  • Developing the Procurement Plan
  • Managing plan implementation post-award
  • Post-award procurement planning and implementation on major projects and programs
  • Transferring bid phase documents and knowledge to the project team
  • Engaging with the project team on procurement planning and implementation
  • Capturing and communicating market intelligence across projects and programs
  • Understanding, evaluating, and incorporating current market conditions into procurement plans
  • Reading, understanding, and interpreting contract documents, drawings, specifications, scopes of work, and project schedules
  • Traveling to project sites, manufacturers, and vendors as needed
