About The Position

WSP is currently initiating a search for a Federal Programs Project Director with a focus on secure projects, including supporting the Intelligence Community and Department of State with the potential to work out of our office in Indianapolis, IN or Arlington, VA. In this position, you will be involved in projects with our Federal Programs Team and be a part of a growing organization that meets our clients’ objectives and solves their challenges. The Federal Programs Project Director will primarily focus on executing AE services under Federal contracts, but also on growing the Federal Team’s Federal Civilian Program globally. This includes delivering our service capabilities to include engineering, architecture, planning, environmental engineering and program management; as well as focusing on enhancing and strengthening relationships to drive new business opportunities. The position will work with operations and delivery leaders across all sectors, as well as with regional and national leadership, to position WSP as the preferred and trusted choice for clients and employees.

Requirements

  • Bachelor’s degree in Engineering, Planning, Architecture or equivalent.
  • Minimum 15+ years of successful experience proposing on, negotiating fee proposals, and delivering Architectural & Engineering (AE) planning, design, and AE construction-phase oversight services on projects under IDIQ contracts).
  • Strong industry contacts.
  • 7+ years' experience managing multi-disciplinary engineering/architectural teams.
  • Professional registration US licensed Architect or Engineer.
  • US Government issued Top Secret Security Clearance.
  • Strong knowledge and overall understanding of USG clients; US contracting industry; knowledge of Federal budgeting, industry business drivers and motivators.
  • Experience leading strategy and marketing for Federal acquisitions; demonstrated experience in working with cross-functional teams and a variety of stakeholders, and in developing and executing strategies to deliver business results,
  • Excellent knowledge and experience of servicing client needs and effective program planning and execution.
  • Demonstrated track record of managing large and complex opportunities and pursuits, as well as smaller task orders.
  • Strong business development skills with attention to win strategies and differentiators to support Client Account Sponsors, Leads, and/or Managers, as needed.
  • Strong negotiation skills.
  • Proven ability to communicate and under limited time constraints.

Responsibilities

  • Ensures adherence to Safety, Health, Environment, & Quality (SHEQ) requirements for all projects in their portfolio and aligned PMs.
  • Manages AE projects including cost, schedule and budget as well as ensuring client satisfaction.
  • Works with WSP Solutions and Federal Programs District Lead for Business Plan Forecast, ensuring that Project ETCs are forecasted accurately.
  • Works with WSP Solutions and Federal Programs District Lead to grow our client portfolios with existing and new clients.
  • Ensures compliance with all Quality policies, procedures, protocols and work instructions and appropriate use of all mandated project tools.
  • Develops proposal/project contract documents, risk and pricing.
  • Drives the delivery of budgeted Net Revenue for a portfolio of projects and aligned PMs. Enhances Net Revenue results through focusing on change management, cash management and delivery of high-quality, value-added services to our clients.
  • Conducts Monthly Project Reviews on all projects
  • Attends internal WSP Administrative Project Reviews as required to discuss projects within their portfolio meeting the Administrative Project Review thresholds.
  • Reviews accuracy of Project Estimate at Completion and addresses variances or issues.
  • Monitors accounts receivable (AR) and unbilled revenue and works to address issues as needed.
  • Ensures adherence to the Contracts Quality Plan including client expectations, client satisfaction reviews, and checks of deliverables and audits of the QC process.
  • Works with Operational/Group/Design Leaders for assignment of appropriate staff to projects.
  • Provides technical guidance and expertise to lead teams for projects, groups of projects or programs.
  • Guides multi-discipline teams in making informed technical decisions.
  • Fosters innovation and technical excellence of teams.
  • Negotiates with vendors and prices with stakeholders.
  • Identifies opportunities to improve processes and coordinates with Project Delivery Leader.
  • Assists the PM and Client Account Sponsors, Leads, and/or Managers with Client management and satisfaction.
  • Collaborates with staff in other WSP Sectors, Regions, and National and Regional leadership with a focus on a ‘one-WSP’ delivery mindset.
