About The Position

ECS is seeking an FD Manpower Senior Analyst to work in our Arlington, VA office. Please Note: This position is contingent upon contract award. The FD Manpower Senior Analyst delivers expertise in manpower, fiscal analysis, and resource planning to support Army G-8 force development and modernization. This role conducts EE PEG manpower reviews, assesses civilian authorizations and affordability, and analyzes staffing, funding, and resource trends across portfolios. The analyst prepares senior leader briefings, validates manpower submissions, and ensures compliance with Army fiscal and readiness requirements. By leveraging Army systems, business intelligence tools, and quality control processes, the position provides actionable insights and recommendations that optimize manpower resources and strengthen Army readiness and long-term planning.

Requirements

  • Bachelor’s Degree or Higher in Business or Engineering field.
  • A minimum of eight (8) years of experience and expertise in Force Development duties.
  • Ability to provide EE PEG assessments of all civilian authorization, required costing, and Full Time Equivalents.
  • Demonstrate sufficient knowledge of Army fiscal data elements and their relationships to conduct analysis.
  • Capability to use Microsoft Office products to combine data tables, summarize data, and produce products for detailed reviews and senior leader briefings.
  • Ability to extract data from Army systems and provide analysis of data and formulate displays of data.

Nice To Haves

  • Interdisciplinary skill set of PPBE, DOD acquisition processes and procedures (DoDI 5000.2).
  • Expertise with materiel and/or force structure requirements development and validation (JCIDS).
