About The Position

ICF seeks a Family and Community Engagement Specialist to support the Quality Support Center. This position is essential in advancing the mission to expand access to high-quality early learning opportunities for children and families. The specialist will assist providers, promote inclusive practices, and foster the active engagement of families and communities. Working collaboratively with stakeholders, the specialist will help ensure the program’s objectives are achieved and uphold commitments to diversity, equity, and inclusion. PreK is the pre-kindergarten initiative, dedicated to ensuring that every child has access to high-quality, affordable early learning experiences. The program’s mission is to promote positive outcomes for children, families, and communities by: Expanding access to quality pre-K education for all eligible children Elevating instructional standards and operational excellence among providers Advancing equity, inclusion, and cultural responsiveness Strengthening community partnerships and family engagement Utilizing data to drive continuous improvement and accountability. This position requires 20% or more local travel within the Greater Philadelphia Area.

Requirements

  • Bachelor’s or Master’s degree in education, social work, human services, or a related field
  • Minimum of 5 years of experience in family engagement, community outreach, or early childhood education.
  • 3+ years providing technical assistance, professional development, and instructional coaching.
  • 2+ years of experience with Philadelphia/PA ECE, including strong knowledge of Pennsylvania’s Keystone STARS and early learning standards
  • 1+ years of expertise in adult learning, coaching methodologies, and quality improvement frameworks.
  • 1+ years of experience with Practice Based Coaching (PBC) and Positive Behavior Intervention Supports (PBIS)
  • 1+ years of experience with trauma-informed approaches and inclusive, culturally responsive practices.
  • Strong commitment to diversity, equity, and inclusion; experience with trauma-informed and culturally responsive practices.
  • Ability to collaborate effectively with partner agencies and community organizations.

Responsibilities

  • Deliver targeted support to early learning providers to enhance family engagement and inclusive practices.
  • Lead trainings and workshops for providers and partners on effective family and community engagement strategies.
  • Coach educators and staff in implementing trauma-informed and culturally responsive approaches.
  • Embed trauma-informed methods in family engagement to foster safe, supportive environments.
  • Collect, analyze, and report data on engagement, participation, and partnerships; maintain accurate records and ensure timely stakeholder reporting.
  • Cultivate and maintain partnerships with community organizations, agencies, subcontractors, and other stakeholders to advance program goals.
  • Prepare comprehensive activity and outcome reports, sharing progress and recommendations with the Office of Children and Families (OCF), Intermediary, and stakeholders.
  • Strengthen early learning environments through robust family and community engagement.
  • Champion inclusive practices supporting diverse and vulnerable children and families.
  • Facilitate feedback between providers, families, and leadership for continuous improvement.
  • Support provider engagement and capacity building to improve STAR ratings and program compliance.
