About The Position

APPLICANTS MUST BE PERMANENT IN THE INSPECTOR (HOUSING) CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE. The New York City Department of Homeless Services (DHS) is the largest organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City Agencies and Nonprofit organizations, DHS works to prevent homelessness before it begins, reduces street homelessness, provide temporary shelter, and connect individuals and families to stable housing with a focus on accountability, empathy, and equity. DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness. The Routine Site Review Inspections (RSRI) unit is responsible for the inspections of 450+ Shelters which involves coordinated inspections with the NYC Department of Buildings, NYC Fire Department, NYC Housing Preservation & Development, NYC Department of Health & Mental Hygiene and the Office of Temporary Disability Assistance. The unit reviews and ensures preventive maintenance and measures are in place to avoid premature issues of building systems and violation remediation. The unit also handles the City’s 311 client hotline for reporting shelter conditions, works with the ACCO’s Office to provide Corrective Action Plans (CAP’s) to submit to the Comptroller for contract registration, reviews and approves new need requests from shelter providers and handles MRCC’ 24-hour emergency call desk. The NYC Department of Homeless Services (DHS) is recruiting for three 3 Inspector to function as Facility Specialist who will:

Requirements

• Five years of full-time experience performing one or a combination of the following: (a) As a journeywoman/journeyman (i.e., fully-trained, knowledgeable, experienced, proficient and competent) in at least one of the following trades: masonry, carpentry, plumbing, plastering, or ironwork; or (b) As agent in charge of the maintenance and repair of multiple dwellings for a real estate management organization; or (c) Performing field inspections requiring the gathering and reporting of data concerning the physical aspects of housing or of building construction or renovation; or
• At least three years of experience as described in "1" above, plus sufficient education in an accredited college or technical school in the trades listed in "1(a)" above, towards a baccalaureate degree in engineering, architecture, engineering technology, construction, construction management, construction technology, or architectural technology to make up the remaining equivalent of the required total of five years of experience, on the basis that one year of acceptable experience will be credited for each 30 semester credits of relevant education; or
• Completion of at least three years of apprenticeship in housing inspection plus sufficient experience as described in "1" above to make up the remaining equivalent of the required total of five years of experience; or
• Completion of a five year apprenticeship in housing inspection; or
• A baccalaureate degree from an accredited college or university, in engineering, architecture, engineering technology, construction, construction management, construction technology, or architectural technology; or
• Any baccalaureate degree from an accredited college or university, plus one year of experience as described in "1" above.
• In "1", "2", "3", and "6" above, six months of experience will be credited for each year of apprenticeship in the building trades, up to a maximum of two years of experience.
• A motor vehicle driver license valid in the State of New York. This license must be maintained for the duration of employment.

Responsibilities

• Conducts a walk-through inspection of shelter conditions throughout the five boroughs to ensure DHS shelters, providers and contractors are following local, state and federal Multiple Dwelling Laws and Housing Maintenance Codes. The Facility Inspector Utilizes the RSRI report as a checklist, and through visual observations, inspects shelter facilities, including building exterior and interior.
• Checks for adequacy of lighting, heating, ventilations, plumbing facilities, and gas appliances in units to detect and measure carbon monoxide emissions. Inspects for presence of garbage, refuse, stagnant water, sewage, improper drainage and other safety hazards. Record findings that are not in compliance with health and safety conditions and other relevant statues.
• Monitor the status of pending violations from all city agencies; assist providers with addressing necessary repairs and submitting a Corrective Action Plan (CAP) by conducting a conference and reviewing all violations and discussing steps needed for remediation.
• Prepare a point grade system report of inspection results utilizing the RSRI checklist and field notes; and submit to supervisor for review.
• Investigates emergency complaints concerning heat, unsanitary conditions, rodent and insect infestation, damages to interiors and fixtures by conducting site visits and immediately reporting findings the supervisor.
• Reviews facility floor plans as needed to ensure building compliance and that the site is conforming to pre-approved plans to avoid violations during inspections.
• Perform additional duties related to the tasks listed above including assisting the division in other administrative/ facilities related assignments.
