About The Position

BlueHalo is seeking a Facility Security Officer (FSO) to manage, administer, and coordinate industrial security programs and other security activities. This is a critical role for BlueHalo and ensures our compliance with government and company security policies and procedures. The successful candidate will have an understanding and experience of the NISPOM and general security requirements for the Department of Defense and other federal agencies. The FSO will be responsible for overseeing the personnel security clearance process, which includes coordinating initial clearance submissions and periodic reinvestigations of staff. This role requires providing guidance and instruction to staff to ensure the completion of security paperwork, as well as the collection of ink or electronic fingerprinting of initial clearance candidates. Additionally, the FSO will provide follow-up clearance report status on processed clearances to managers. The FSO will maintain all security documentation and files in accordance with Defense Counterintelligence and Security Agency (DCSA) requirements, including Facility Security Clearance (FCL) documentation and submission. The role also involves maintaining all DD-254s, compiling and disseminating sub-DD254s, and providing Federal Agency or component personnel suitability processing support and coordination. The FSO will conduct new employee security briefings, exit interviews, and debriefings, as well as investigate and report security violations and incidents. Furthermore, the FSO will manage classified holdings and prepare classified transmittals in accordance with NISPOM guidelines and requirements. In addition to these responsibilities, the FSO will develop annual refresher training, prepare necessary documentation in support of DCSA Security Vulnerability Assessments, and provide security support to Human Resources, Contracts, and Proposal teams. The FSO will advise personnel of their reporting requirements, interpret government policies for the development and implementation of security plans and procedures, and maintain a working relationship with DCSA or other Federal Agencies. The role also includes developing and maintaining an effective Document Inventory and Control Program for managing classified systems, media, and documents, as well as creating, updating, and maintaining security plans, procedures, and instructions. The FSO will supervise daily security activities, enforce government and company security policies, and perform access control responsibilities, including managing badges, access cards, and visit requests. Additionally, the FSO will act as the ITPSO for the Insider Threat Program.
