About The Position

The Facility Security Officer (FSO) reports to Chief of Staff and is responsible for managing and implementing the organization’s industrial security program in compliance with NISPOM requirements. This role also provides administrative support to the contracts function, ensuring contract documentation, deliverables, and compliance records are accurate, current, and audit ready. Approximately 80% of the role is dedicated to Facility Security Officer duties, which include serving as the appointed FSO, administering the security and Insider Threat Programs, providing security guidance, managing personnel security functions (clearances, onboarding, access control, reinvestigations using DISS/NBIS), processing visit requests, ensuring DD Form 254 compliance, coordinating with program managers on security, safeguarding classified materials, conducting security briefings, maintaining security education programs, preparing for and leading DCSA audits, conducting annual self-inspections, maintaining security records, reporting and managing security incidents, conducting risk analysis, and attending required security training. The remaining 20% is for Contracts Administration Support, involving tracking contract deliverables, maintaining organized contract files, supporting audit readiness, assisting with contract modifications, coordinating with leadership on records, and maintaining documentation systems.

Requirements

  • Experience serving as a Facility Security Officer (FSO) or in a related industrial security role
  • Knowledge of NISPOM and DCSA requirements
  • Experience working in a Government Contracting (GovCon) environment
  • Familiarity with contract administration processes and documentation
  • Experience with DISS, NBIS, or similar security systems
  • Strong organizational and documentation management skills
  • High attention to detail with a compliance-driven mindset
  • Ability to manage multiple priorities and deadlines
  • Strong written and verbal communication skills
  • Proficiency in Microsoft Office and record management systems
  • Ability to interpret and apply regulatory guidance
  • Strong coordination and interpersonal skills
  • Ability to support audit preparation and execution
  • An active Top Secret clearance is required

Responsibilities

  • Serve as the appointed Facility Security Officer (FSO) in accordance with NISPOM requirements
  • Administer and maintain the security program and Insider Threat Program, including policies, procedures, training, and self-certifications
  • Provide security and insider threat guidance and recommendations to senior leadership
  • Manage personnel security functions, including clearances, onboarding, access control, and periodic reinvestigations using DISS/NBIS
  • Process and track visit requests and maintain associated access records
  • Ensure compliance with DD Form 254 (Contract Security Classification Specifications), including issuing flow-down DD254s to subcontractors as required
  • Coordinate with program managers to ensure contract security requirements are properly implemented
  • Ensure proper handling, storage, and safeguarding of classified materials and information
  • Conduct required security briefings and debriefings (e.g., foreign travel, COMSEC, FGI, NATO, indoctrination, and separation)
  • Maintain security education and awareness programs, including initial indoctrination, annual refresher training, and ongoing communications (e.g., newsletters)
  • Prepare for and lead DCSA audits, inspections, and vulnerability assessments
  • Conduct annual self-inspections in accordance with the DCSA Self-Inspection Handbook
  • Maintain security records and ensure compliance with all applicable regulations
  • Report, investigate, and manage security incidents in accordance with government requirements
  • Conduct risk analysis and develop semi-annual security posture/forecast reports
  • Attend required security training and maintain professional knowledge of regulatory changes and best practices
  • Track contract deliverables, deadlines, and reporting requirements
  • Maintain organized contract files, including modifications, SOWs, and compliance documentation
  • Support audit readiness by ensuring contract documentation aligns with compliance requirements
  • Assist in processing and tracking contract modifications and updates
  • Coordinate with program managers and contracts leadership to ensure records are complete and current
  • Maintain documentation systems to ensure accessibility and audit readiness
  • Perform other related duties incidental to the work described
