This is a Management Service position which serves at the pleasure of the Appointing Authority (“at-will”).The Maryland Department of General Services (DGS), Office of Facilities Management (OFM), is seeking a talented and experienced leader to fill the position of Superintendent for the Baltimore Region. The Baltimore Superintendent leads and directs the day-to-day operations and maintenance of the Baltimore Region for OFM. This key leadership role focuses on ensuring that all buildings and facilities within the Baltimore Region are safe, functional, and well-maintained.

Nice To Haves

  • Bachelor’s degree from an accredited four-year college or university is preferred.
  • At least four (4) years of full-time experience in a professional capacity overseeing the operation of a large public building, hospital, educational complex, industrial plant, or large commercial structure. Experience managing large, multifacility organizations or operations is a plus.
  • Three (3) years of this experience should include responsibility for fiscal planning, contract negotiations, office management, and supervision of skilled building maintenance personnel.
  • Strong written and verbal communication skills with experience interacting with executive and senior leadership, agency management, staff, vendors, and building tenants.

Responsibilities

  • Facilities Management: Directs and coordinates all activities related to the management of buildings in the Superintendent's portfolio to serve the needs of tenants and visitors. Develop short- and long-term strategies for all buildings, equipment, and infrastructure (including plans for repairs, replacements, and renovations). Oversee daily building operations in the region, making certain each one is always open for business regardless of weather or circumstances.
  • Personnel Management: Supervises facilities management teams engaged in the operation and maintenance of State office buildings, including the Assistant Superintendent, Regional Managers, engineers, building services, and administrative staff. Develops a strategic personnel and succession plan, foreseeing staffing needs and considering short- and long-term goals. Ensures compliance with OFM’s standard operating procedures and facilities best practices.
  • Vendor Management: Ensures the successful completion of repairs and maintenance within State facilities by outside vendors. Works with contractors on a daily basis to oversee performance of required work on a wide variety of mechanisms and services, including but not limited to HVAC systems, elevators, energy management systems, emergency generators, life safety systems, snow removal, landscaping, janitorial, and security services.
  • Fiscal Management: Oversees proper administration of multi-million-dollar budgets. Manages resources consistent with rules and regulations that govern the handling of State finances and assets. Determines emergency funding needs and prepares justifications. Reviews and approves purchases of all building equipment and supplies. Submits complete and accurate information in a timely manner.
