About The Position

The primary purpose of this position is to update the Air Forces NexGen asset management database and produce reports as required, as well as perform cost estimates for Capital projects. The Facility Programmer/Engineer Tech II will assist in complying with legal and regulatory requirements when financial programming various facility projects, including preparing necessary documentation and ensuring proper approvals are obtained. This role involves monitoring project processes, implementing metrics for efficiency, and ensuring customer facility requirements are properly documented and funded. The position also includes training subordinates and coordinating financial programming actions with government counterparts.

Requirements

  • 2-5 years of experience working in Air Force Civil Engineering organizations or other military Services.
  • Knowledge of the Civil Engineering and Air Force funding processes and funding sources including MILCON, O&M (SRM) and NAF.
  • BS degree in Architecture or Engineering from ABET accredited university program preferred.
  • Must be able to work in a professional office setting including collaboratively engaging customers, peers, and leaders.
  • Have a basic knowledge of Geo-base and proficiency with Microsoft Software (Excel, Word, Power Point, etc).
  • Familiarity with Parametric Cost Engineering System (PACES) estimating software is strongly desired.
  • Must maintain licenses and/or credentials required for this position.
  • Ability to speak, read, and write English.
  • Must possess the ability to interact well with others in a team setting or alone.
  • Must be capable of working under tight time constraints in a high-volume environment.
  • Highly motivated, flexible organized and must be detail oriented.
  • Strong customer service and interpersonal skills.
  • Must be able to maintain ability to access government worksite.
  • Must have practical knowledge of worksite safety, occupational hazards, and standard safety practices.
  • Must be able to work alternate and extended shift schedules when necessary.
  • Must be able to perform on-call duties when necessary.
  • Must have and maintain a valid state driver’s license to operate a company vehicle.
  • Must have a safe driving record, as defined by Company policy.
  • Must be able to successfully complete a drug/alcohol test and a criminal record check.

Responsibilities

  • Assists Programmer in Civil Engineering in complying with legal and regulatory requirements when financial programming MILCON, SRM O&M, Medical and NAF facility projects including preparing DD Form 1391s, Military Construction Project Data.
  • Monitors coordination/approval process for converting work requests into contract projects.
  • Implements metrics and analyzes systems/processes to ensure actions are efficient, timely, and reviewed at critical points.
  • Develop, plan, and ensure customer proponents justify capital improvement projects for USAFA facilities.
  • Performs self-inspection in accordance with Air Force inspection criteria and prepares/presents detailed and comprehensive reports.
  • Follows-up to ensure complete and quality resolution of discrepancies.
  • Implement tracking procedures for all taskings and packages being coordinated.
  • Ensures customer facility and infrastructure requirements are converted into facility projects that are properly documented, prioritized, authorized, approved, and funded.
  • Maintains information in the NexGen asset management database and helps prepare presentations for installation leadership.
  • Helps prepare initial planning cost estimates using parametric cost estimating tools.
  • Responsible for long, mid, and short-range project planning of tasks.
  • Trains subordinates, project managers, and other team members on complex statutory driven programming requirements.
  • Authorized to directly coordinate financial programming actions with government counterparts.
  • Reports directly to the Portfolio Optimization Manager.
  • Adhere to company policies, procedures, and safety regulations.
  • Consistently produces quality products and service.
  • Completes all training within required timeline.
  • Performs all work in a safe and secure manner.
  • Performs other duties as assigned.
