About The Position

Under the supervision of the Director of Construction and Facilities, performs professional, technical, and analytical work in the overall management of library facilities (16 branches in 3 counties), grounds, vehicles, equipment, custodial services, security services, and delivery services. Assists in managing construction and renovation projects. Trains and supports library Facilities staff. Work requires independent judgement to accomplish projects accurately, effectively and in a timely manner. Provide general maintenance work such as simple carpentry, plumbing, etc., other duties as needed.

Requirements

  • High School Diploma supplemented by post-secondary technical training and at least five years’ experience in general construction, facilities supervision, or related field.
  • Requires no less than 5 years of directly related experience.
  • Valid GA Driver’s License and good driving record; must pass motor vehicle pre-employment investigation.
  • Ability to lift 50lbs on a repetitive basis, to climb ladders and work from heights.
  • Majority of work is performance in various environments, both indoor and outdoor, as job duties dictate.
  • Valid driver’s license and insurability required.
  • Knowledge of current principles and practices in the field of facilities management and OSHA rules and regulations.
  • Knowledge of the principles, practices and techniques of State, County and City governmental regulations and code.
  • Ability to effectively supervise and manage available resources in a manner, which both supports and accomplishes organizational objectives.
  • Ability to become quickly familiar with applicable procurement rules and regulations.
  • Ability to determine and prioritize maintenance needs of buildings and equipment, to estimate associated costs, and to develop maintenance schedules and budgets.
  • Proven ability to manage the contracts and projects.
  • Ability to operate a personal computer and must have a working knowledge of e-mail and word processing skills.
  • Ability to establish and maintain effective working relationships with co-workers, supervisors, contractors, other governmental agencies, and the general-public.
  • Ability to communicate effectively, both orally (by telephone and in-person) and in writing using email and the facilities work order database.
  • Ability to guide, supervise, organize and evaluate the work of contracted staff and Facilities staff; ability to instruct and train staff in basic facilities duties.

  • Electrician degree/license/certification from a technical college preferred.

Responsibilities

  • Supervises the activities of the Facilities Department of the Live Oak Public Libraries system, including responsibility for construction projects, building maintenance, grounds maintenance, security services, custodial services, delivery services, and administration of associated contracts.
  • Assigns, guides, trains, and assists support staff; supervises custodial, security and delivery; provides for their continuing training and development; aides on evaluating performance.
  • Evaluates maintenance needs of buildings, systems, vehicles, and equipment; develops, maintains, monitors preventative maintenance plans; maintains records on renewable contracts; makes recommendations on contract renewal; develops, maintains, and monitors long-range equipment replacement plans.
  • Aides in research and analysis on projects and maintenance activities. Serves on project teams; provides technical advice.
  • Assists in design of projects; prepares and assists with preparation of building programs, specifications, requests for proposals (RFPs), and other procurement documents.
  • Monitors performance of contractors to ensure contract compliance.
  • Documents information on preventative maintenance files on electrical equipment and machinery and monitors a preventative maintenance program.
  • Designs functional electric circuitry for electrical systems. Locates and adjusts defects in electrical systems and equipment.
  • Expresses ideas on technical problems clearly and concisely orally and in writing in the English language.
  • Inspects electrical systems, various other equipment, and components to identify hazards, defects, and the need for adjustment or repair, and to ensure compliance with codes.
  • Tests electrical systems and continuity of circuits in electrical wiring, equipment, and fixtures, using testing devices such as ohmmeters, voltmeters, and oscilloscopes, to ensure compatibility and safety of system.
  • Diagnoses malfunctioning systems, apparatus, and components, using test equipment and hand tools, to locate the cause of a breakdown and correct the problem.
  • Repairs and replaces equipment, electrical wiring, or fixtures.
  • Performs general electrical maintenance, carpentry, plumbing, HVAC, custodial, grounds functions.
  • Maintains CMMS Systems such as Maintenance Connection for work order and facility asset tracking.
  • Performs other related duties as assigned.
