About The Position

The Facilities Management Bureau within the Department of Environmental Services (DES) is seeking a Facilities Project Specialist to perform senior project management duties which include managing the design and construction phases for replacement of equipment and building shell components of County buildings, which may include major renovation projects. The County building projects include libraries, community and recreation centers, fire stations, maintenance facilities and office buildings. Responsibilities Specific duties include: Developing project management plans and documents including capital budget estimates, schedules, and defining the scope of work; Developing scopes of works (SOW) for design and construction contractor selection including preparing solicitations (RFP’s and RFQ’s) and managing the construction contractor selection process; Preparing Invitation to Bid (ITB) for construction services, coordinating reviews with stakeholders, conducting pre-bid meetings, responding to bidder RFI’s, evaluating bids received, and making formal recommendations for contract award; Managing full lifecycle of the project design and construction phases and ensuring projects are within budget and in compliance with standards, project specifications, and local, state and federal regulations; Reviewing and approving change orders and resolving issues related to field conditions discovered during construction; Managing the project budget, including allocations of contingency, impact of approved and potential change orders, and approving progress payments; and Performing project close-out actions such as the punch list, commissioning, inspections, final permits, final project reports and providing follow-up actions as required during the warranty period. The ideal candidate will be an expert in collaborating with internal/external stakeholders, have a deep wealth of knowledge in project management to include planning and scheduling, and have strong time management skills.

Requirements

  • Bachelor’s degree in an architecture, engineering, construction project management or a related field
  • Significant experience in project management and administration as facilities engineer or construction project manager
  • Managing the design and construction of replacement mechanical systems and building shell components or renovated municipal, industrial, or commercial facilities
  • Applicant must possess, or obtain by the time of appointment, a valid Driver License, or the ability to use alternative methods of transportation to perform duties at other locations
  • Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter
