About The Position

The contractor shall provide a dedicated full-time, on-site Facilities Operation Manager who shall provide the overall management of facilities related work described in specific task orders awarded to the SP through this contract.

Requirements

  • Ten (10) years of experience working in engineering, construction management, or facilities operations capacity.
  • Minimum of ten (10) years working Government contracts of similar size and scope to this solicitation.
  • Five (5) years supervisory experience, managing a workforce of 50-100 people.
  • One (1) year experience working with SCADA/EMCS control systems.
  • One (1) year experience/working knowledge of CMMS or other CMMS.
  • Must be a graduate of an accredited 4-year engineering program with a Bachelors in mechanical or electrical engineering or an equivalent.

Responsibilities

  • Responsible for all facets of facilities operations and maintenance, with a direct line of communication to the COR.
  • Serve as the SITE Chief Operating Engineer.
  • In the absence of the Program Manager, serve as the SP's central point of contact with the Government for performance of all work on the contract.
  • Work independently and provide direction and leadership for all operations and maintenance requirements.
  • Provide direction and leadership to the Operations and Maintenance personnel while ensuring safe, reliable, and compliant operations and maintenance planning.
  • Evaluate and analyze performance Key Performance Indicators and initiate improvements in reliability, availability, and efficiency.
  • Identify and evaluate trends, goals, and performance indicators and take appropriate actions based on trends to resolve issues.
  • Perform technical evaluations to determine root causes and develop sustainable solutions to recurring problems.
  • Lead the development, communication, and implementation of safe and efficient operational procedures, policies, and effective growth strategies.
  • Ensure the organization is properly staffed, managed, organized, trained, and directed to fulfill its responsibilities.
  • Collaborate with senior management to develop and implement the annual budget and capital needs.
  • Make periodic inspections of the working area and coordinate correction of any discrepancies related to safety, cleanliness, organization, facilities maintenance, or general housekeeping practices.
  • Promote a healthy culture that benefits employee engagement, happiness, customer loyalty, safety, integrity, and overall excellence.
  • Oversee all inspections, repairs, and component changes and accompanying documentation.
  • Provide project management direction to ensure projects are completed on time and within budget.
