The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Facilities Maintenance Coordinator Subcontract Technical Representative (STR) within Office and Administrative Services (O&AS) department at the Pueblo, CO location. This position will report to the O&AS Project Administrator at the PCAPP project. The Facilities Maintenance Coordinator STR will be responsible for ensuring that facilities management maintenance subcontracts are developed and executed in accordance with project requirements. In working with the O&AS and Demolition management team, Subcontractor Administrator (SA), and/or others, the STR will be responsible to review and coordinate the efforts of various subcontractors prior to execution of field work or project activities. This PCAPP position falls under the scope of the McNamara-O'Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working. This is a long-term assignment with a 4/10's schedule. The work hours are from 6:30am - 5:00pm Monday Thursday or Tuesday-Friday. This position may be required to work additional hours to meet project needs.

  • Receives supervision from the O&AS Project Administrator and Facility Supervisor.
  • Support the safety culture by performing observations and verifying implementation of safety policies and procedures of the project with subcontractors.
  • Responsible for monitoring technical interfaces with subcontractors and ensuring technical and schedule milestones are progressing as planned according to contract.
  • Provide technical advice, guidance and recommendation to project or task personnel on all interfacing subcontractor activities.
  • Develop, update, support and execute subcontract scope of work, technical evaluations, Inspection and Test Plans (ITPs), budget, accuracy of invoicing, Requests for Information (RFIs), change requests and change orders, Field Service Requests (FSR) and Field Material Requests (FMR), daily activity reports/summary.
  • Responsible for scheduling, coordinating and providing oversight to all subcontractor work activities.
  • Conducting and coordinating meetings (e.g. progress, outage, pre job safety, walk downs and inspections) involving PCAPP departments (Safety, Procurement, Environmental and Project Controls) and assigned subcontractors.
  • Responsible for initiating, obtaining, and reviewing all required technical submittals prior to subcontractor start of work.
  • Responsible for monitoring subcontractor training and security access on PCAPP site.
  • Bachelor's degree and 3 years of relevant work experience; or in lieu of a degree, 9 years of relevant work experience.
  • Must be a US citizen.
  • Must have a valid and current driver's license.
  • Completion of Bechtel Subcontract Technical Representative training.
  • Ability to stand and walk for long periods of time.
  • Ability to lift and walk with 50 pounds.
  • Experience supervising and working with subcontractors.
  • Experience of Bechtel Subcontract Technical Representative functions.
  • Experience using Bechtel's Procurement System (BPS).
  • Thorough knowledge of PCAPP safety and quality procedures.
  • Ability to provide guidance to others in the workgroup.
